|a سلامة العقل والفكر من أهم مرتكزات الأمن بجميع أنواعه، والأمن الفكري جزء لا يتجزأ عن أمن الناس واستقرارهم واستقامة حياتهم، حيث إن في تحققه حماية للمجتمع بأكمله من الأفكار الهدامة الدخيلة، وتعلق الأمن الفكري بالعقل في الإسلام من حيث كون العقل هو آلة الفكر وأداة التفكر وأساس بناء الحضارات، واستخراج المعارف وتحقيق الاستخلاف في الأرض؛ ولذلك كان حفظ العقل وحمايته مقصداً من مقاصد الشريعة. ولذلك اعتنت الشريعة بكل ما يحقق للبشرية الأمن والاستقرار والإصلاح، من خلال المحافظة على العقل من كل ما يؤثر فيه؛ لأن الانحراف المعنوي الفكري للعقول لا يقل خطورة عن الانحراف الحسي الذي يغيب العقل ويشله عن التفكير الصحيح فالانحراف الفكري هو أصل كل الانحرافات في جميع جوانب الحياة وهو أشد خطورة من الانحراف السلوكي؛ لأن صاحبه يعتقد صحة وصواب ما هو عليه، بل قد يدعو غيره إليه، ويقاتل في سبيل هذا الفكر وربما يقتل نفسه. ومن هنا وجب الحفاظ على العقل من المؤثرات والانحرافات الفكرية لتحقيق الأمن الفكري من خلال اتخاذ الوسائل والإجراءات التي تكفل حماية أفراد المجتمع، وفق خطط وأهداف مدروسة.

|b The integrity of the mind and thought is one of the most important pillars of security of all kinds, and intellectual security is an integral part of the security of people and their stability and the integrity of their lives. It protects the whole society from destructive ideas alien. The relation between intellectual security and the mind in Islam that the mind is the instrument of thought and the basis of building civilizations. Extracting knowledge and achieving succession on Earth was the purpose of Shariah to preserve and protect the mind. Therefore, Shariah has taken care of everything that brings security, stability and reform to humanity, by preserving the mind from everything that may affect it; because the intellectual moral deviation of the minds is no less dangerous than the sensory deviation that messes up the mind and paralyzes it from thinking properly. Intellectual deviation is the origin of all deviations in all aspects of life and it is more dangerous than behavioral deviation, because its owner believes in the validity of the way they think; they may even spread it to others, and fight for this thought or commit a suicide. Hence, it is necessary to preserve the mind from intellectual influences and deviations to achieve intellectual security by taking the means and measures to ensure the society members protection, with studied plans and goals.
