|d Le Succès de N'importe quelle politique d'investissement, dans N'importe quelle pays, est lié par la réussite du systèmes fonciers dans ce pays, alors que le foncier est la base de l'investissement, et l'investissement de son tour est la basse de toute renaissance économique, et c'est pour cela, que l'Algérie cherche en permanent, et au fur et à mesure que d'autres pays, a encourager les investissements et améliorer son climat, afin de stimuler et attirer le maximum des capitaux étrangers, qui crée la richesse et soutenir l'économie national, Mais tous ces efforts, sont opposés par plusieurs Contraintes et obstacles, et parmi ces important obstacles on trouve le foncier économique, car la plupart des investisseurs se plaignent de la rareté de ce dernier et la multiplicité de ces problématiques, (juridiques ou administratifs ou même techniques), Qui a affecté négativement le climat des affaires en Algérie, ainsi que les flux d'investissements étrangers, et c'est pour cela qu'on vas mis en lumière à travers le sujet de notre étude, Les divers problématiques qui entourent le foncier économique, ainsi que déterminer son impact sur les flux d'investissements étrangers en Algérie.

|a إن نجاح أي سياسة استثمارية في أي بلد مرتبط بمدى نجاح المنظومة العقارية لهذا البلد، فالعقار أساس الاستثمار، والاستثمار بدوره أساس أي نهضة اقتصادية، ومن أجل ذلك سعت الجزائر وتسعى على غرار باقي الدول على تشجيع الاستثمارات وترقية مناخها وذلك لتحفيز وجذب أكبر قدر ممكن من رؤوس الأموال الأجنبية، الخلاقة للثروة والداعمة للاقتصاد الوطني، لكن هذا المسعى اصطدم، ويصطدم بالعديد من القيود والعقبات، التي من أهمها العقار الاقتصادي، حيث يشتكي أغلب المستثمرين من ندرة هذا الأخير وتعدد إشكالاته سواء منها القانونية أو الإدارية أو حتى التقنية، والتي أثرت سلباً على مناخ الأعمال في الجزائر وقيدت تدفق مختلف الاستثمارات الأجنبية، وعليه ومن أجل ذلك سنتولى من خلال موضوع دراستنا تسليط الضوء على مختلف الإشكالات التي تكتنف العقار الاقتصادي مع تحديد مدى أثرها على تدفق الاستثمار الأجنبي في الجزائر.

|f The success of any investment policy in any country is linked to the extent of the success of the real estate system for this country. Real estate is the basis of investment, and investment, in turn, is the basis of any economic renaissance. For this reason, Algeria has sought and seeks, like other countries, to encourage investments and upgrade its environment in order to stimulate and attract the largest possible amount of foreign capital, which creates wealth and supports the national economy. However, this endeavor clashed, and it collides with many restrictions and obstacles, the most important of which is economic real estate, as most investors complain about the scarcity of the latter, and the multiplicity of its problems, whether legal, administrative or even technical, which negatively affected the business climate in Algeria and restricted the flow of various foreign investments. Accordingly, and for that reason, we will, through the subject of our study, shed light on the various problems surrounding economic real estate, while determining the extent of their impact on the flow of foreign investment in Algeria.
