|a يبحث هذا التقرير في العلاقة بين الفيروس القاتل كورونا المستجد والدولة والعلاقات الدولية. فهي تنطلق من حجم الوباء على المستوى العالمي بتقديم معلومات أساسية عن تطوره من منطقة جغرافية إلى أخرى، وكيفية انتقاله فعليا من الشرق إلى الغرب وما بين نصفي الكرة الأرضية الجنوبي والشمالي واجتياحه للعالم بأسره.\nوبعد ذلك يقدم التقرير صورة عن الدمار الاقتصادي المتمثل في الإغلاقات والركود حول العالم الذي أصاب جميع القطاعات الاقتصادية، وكان أكبر المتضررين قطاعات السياحة والنقل الدولي والطيران والنفط والطاقة والأسواق المالية والصناعات التحويلية. وهكذا انتقل العالم من حالة تتسم بدرجات مختلفة من الازدهار إلى تدهور وركود مفاجئين مع توقف العمل بسبب الاختلالات في الإنتاج.\nكما ينظر التقرير أيضا في سلطة الدولة وطرق استخدامها لأذرعها التنفيذية وأجهزتها الأمنية لفرض الإغلاقات ومنع حركه الناس من حلال شتى القوانين والأنظمة والإجراءات. ووجد أن الدولة لديها سلطة قانونية أكبر مما كانت تنشده في بسط سيطرتها على قطاعات الحياة الاجتماعية والاقتصادية.\nوقد أحيت أزمة الفيروس أيضا الجدل القائم حول المنظرين السياسيين وخبراء العلاقات الدولية الذين طالما حاولوا بناء ديناميكية بين كيان الدولة والسياسة الدولية. وهنا تبددت الفكرة القائلة بانقراض دور الدولة أمام العولمة.\nوعليه استخدمت الأطر العملية والنظرية في النقاش عن طريق المدخلات المناسبات من عدة خبراء. ومن المتوقع أن يطول النقاش بفعل الوباء حول تحول مجال الصحة إلى قضية اقتصادية وسياسية جوهرية على المستوى العالمي.

|f This report examines the relationship between the novel coronavirus, the State, and international relations. It is based on the scale of the epidemic at the global level by providing background information on its evolution from one geographical region to another and how it actually travels from east to west and between the southern and northern hemispheres and conquers the entire world.\nThe report then presents a picture of the economic devastation represented by closures and recession around the world that has afflicted all economic sectors. The most affected were tourism, international transport, aviation, oil, energy, financial markets, and manufacturing industries. Thus, the world has moved from a state of varying degrees of prosperity to a sudden deterioration and stagnation with work interrupted due to production imbalances. The report also examines the authority of the State and the methods of using its executive arms and security agencies to impose closures and prevent the movement of people through various laws, regulations, and procedures. It was found that the State had greater legal authority than it had sought to extend control over social and economic sectors of life.\nThe virus crisis has also revived the controversy over political theorists and international relations experts who have long tried to build a dynamic between the state entity and international politics. Here, dissipated the idea of the extinction of the role of the State in the face of globalization. \nThus, practical and theoretical frameworks have been used in the debate through appropriate inputs from several experts.
