المستخلص: تعتبر المنشآت الإدارية الحكومية من أهم المنشآت الخدمية التي تتطلب التصميم الداخلي الذي يفي بأداء الخدمات واحتياجات المواطنين لجميع الفئات على تنوع أعمارها أو قدراتها. ولكن الزيارة الميدانية لبعض المنشآت الحكومية أوضحت أنها تعاني من الكثير من المشاكل في ملاءمة المنشأ لوظيفته بما يتناسب مع جميع الفئات سواء الموظفين أو المواطنين أو العملاء المؤدى لهم الخدمة فمنها ما يرتبط بالمقاييس الأنثروبومترية ومنها ما يرتبط بالمقاييس الإرجونومية التي قد تتناسب مع قدرات فئة ما ولا تتناسب مع قدرات الفئات الأخرى. وترجع مشكلة البحث إلى أن التصميم الداخلي للمنشأ الإداري الحكومي بمصر لا يتناسب مع قدرات جميع الفئات المتنوعة حركيا أو سمعيا أو بصريا أو لفظيا من الموظفين أو العملاء مما يؤثر بالسلب على مرونة الإداء الوظيفي. ويهدف البحث إلى تحديد مبادئ التصميم الشامل التي يمكن تطبيقها على التصميم الداخلي للمنشأ الإداري الحكومي بمصر ثم تقديم اقتراحات لتطبيق تلك المبادئ لتناسب قدرات جميع الفئات المتنوعة "حركيا أو سمعيا أو بصريا أو لفظيا" من الموظفين والمواطنين والعملاء. ومن فروض للتصميم الشامل يمكن تطبيقها على التصميم الداخلي للمنشأ الإداري الحكومي بمصر لتناسب قدرات جميع الفئات المتنوعة من الموظفين والعملاء وتطبيق تلك المبادئ يضمن تحسين ومرونة الأداء للخدمة المقدمة للعملاء لكل الفئات من القدرات المتنوعة. وتكمن أهمية البحث في دعم الوعي حول قيمة تطبيق التصميم الوظيفي الشامل في التصميم الداخلي للمنشأ الإداري الحكومي بمصر بتقديم أمثلة عملية ناجحة عن كيفية تنفيذه وتشجيع اعتماده في تلك المنشآت البحث أنه توجد مبادئ بمصر لتواكب التقدم العالمي في التصميم ومردود ذلك على مرونة الأداء الوظيفي. واتبع البحث المنهج الوصفي التحليلي. واقتصرت حدود البحث على التصميم الداخلي لمناطق العمل بالمنشأ الإداري الحكومي بمصر. وكان من أهم نتائج البحث أن المبادئ السبعة للتصميم الشامل يمكن تطبيقها بناء على المقترحات المقدمة في البحث لما لها من تأثير على سهولة الوصول لتحقيق وظيفة التصميم وخلو التصميم من العوائق وكذلك مرونة الأداء في المنشآت الحكومية. ولذا يوصي البحث بتطبيقها بنفس الاسلوب المذكور أو ما يشابهه في جميع المنشآت الإدارية الحكومية بمصر بما يضمن تحقيق الأداء الوظيفي للمنشأ وكذلك تقديم الخدمات الناجحة للعملاء والمواطنين.

The Governmental Administrative Buildings are considered the most important service buildings that require Interior Design which fulfills the performance of the services and the needs of the people whether employers, citizens, or customers regardless of age, gender or abilities. The field visit to some governmental buildings clarified that they suffer from many problems in their suitability to all categories for whom the service is offered. Some of these problems are related to Anthropometric Standards while others are related to the Ergonomic Standards which may be suitable to the capabilities of a class and not suitable to the other. The problem of the research is that Interior Design of the governmental administrative buildings in Egypt does not suit the abilities of all different groups in motion or in audio, visual or verbal abilities. This negatively affects the flexibility of the job performance. The research aims to identify the principles of the Universal design that can be applied to Interior Design of the Egyptian administrative buildings in Egypt and then introduce suggestions to apply these principles to suit the abilities of all groups, from employees, citizens or customers. The hypotheses of the research are: the application of the principles of the Universal Design to Interior Design of the Egyptian Administrative Buildings to suit the abilities of all different categories of employees and customers guarantee the improvement and flexibility of the job performance of the service provided to them. The importance of the research in supporting awareness of the value of the application of Universal Design in Interior Design of the Egyptian Administrative Buildings in Egypt by providing successful practical examples of how to implement it and encouraging its adoption in Egypt to cope with the Universal progress in design and its impact on the flexibility of job performance. The research thus followed the analytical descriptive method and was limited to the interior design of the work areas of the Egyptian administrative building. The research came to the following main conclusion that the seven principles of the Universal Design of the Governmental Administrative Buildings in Egypt could be successfully applied according to the introduced suggestions in the research for the great benefit for all the groups of employees and customers. So, they are recommended to be applied in all the Governmental Administrative Buildings in Egypt for the benefit of all the citizens.
