المستخلص: The issue of the relationship between the State and civil society dates back to the late 18th century when the State sees itself in the face of collective forces such as the classes, associations, and national federations that produced it. It is now trying to question its priority in the ranking and race with it over power and influence. The building of civil society depends, on the one hand, on the centralization of power in government institutions, and on the other hand, the subsequent march of competition between the State and society over the power that has been transferred since the 19th century to civil society, where this stage knew the height of the dialectical relationship between the State and civil society. It then went back to disappear from circulation for about a century and returned again in the last third of the 20th century to take the lead in the political debate. Throughout these times, civil society has had its own perspective, its implication and the nature of its relationship with the State are constantly changing. However, when discussing temporal semantics, we don't overlook the connotations and geographical specificities. With reference to this dialectic relationship between the State and civil society in Arab or Islamic history, we find a number of questions and reservations. The latter (civil society) is a modern term and even used in the Arab intellectual heritage by Farabi and Ibn Khaldoun, for example.

La question des relations entre l’État et la société civile remonte à la fin du XVIIIe siècle, lorsque l’État se voyait confronté à des forces collectives telles que les classes, associations et fédérations nationales qui l’avaient produite et essayait maintenant de remettre en question sa priorité et de lui faire concurrence pour son pouvoir et son influence. Le pouvoir des institutions gouvernementales et, d'autre part, le processus de concurrence qui s'ensuivit entre l'État et la société sur le pouvoir transféré depuis le 19ème siècle à la société civile, étape culminante de la relation dialectique entre l'État et la société civile. Et est revenu à nouveau dans le dernier tiers du XXe siècle pour occuper le devant de la scène du débat politique et, à cette époque, la société civile avait ses penseurs, ses implications et la nature de la relation avec l'État dans un changement permanent, mais en parlant des signes temporels ne néglige pas le discours d'indications géographiques et de spécificités, Pour parler de cette relation dialectique entre l’État et la société civile dans l’histoire arabe ou islamique, nous trouvons un certain nombre de questions et de réserves, car cette dernière (société civile) est un terme moderne utilisé dans les courants intellectuels arabes d’Al- Farabi et Ibn Khaldoun, par exemple.

ترجع مسألة العلاقة بين الدولة والمجتمع المدني إلى أواخر القرن 18، حيث ترى الدولة نفسها في مواجهة قوى جماعية مثل الطبقات والجمعيات والاتحادات القومية التي أنتجتها، وتحاول الآن أن تشكك في أولويتها في الترتيب وتتسابق معها على السلطة والتأثير، فبناء المجتمع المدني يعتمد من ناحية على تمركز السلطة في المؤسسات الحكومية، ومن ناحية أخرى المسيرة التي تلي ذلك للمنافسة بين الدولة والمجتمع حول السلطة التي تنتقل ومنذ القرن 19 إلى المجتمع المدني، أين عرفت هذه المرحلة أوج العلاقة الجدلية بين الدولة والمجتمع المدني، ثم عادت لتختفي من التداول لحوالي قرن كامل وعادت من جديد في الثلث الأخير من القرن 20 لتحتل صدارة النقاش السياسي، وعلى مر هذه الأزمنة كان للمجتمع المدني منظروه، وكانت متضمناته وطبيعة العلاقة التي تربطه بالدولة في تغير دائم، ولكن في الحديث عن الدلالات الزمنية لا نغفل الحديث عن الدلالات والخصوصيات الجغرافية، وبالرجوع إلى الحديث عن هذه العلاقة الجدلية بين الدولة والمجتمع المدني في التاريخ العربي أو الإسلامي نجد جملة من التساؤلات والتحفظات، كون هذا الأخير (المجتمع المدني) هو مصطلح حديث وان استخدم في التراث الفكري العربي عند الفارابي وابن خلدون على سبيل المثال.
