المستخلص: تمثل الإدارة الإلكترونية نقلة حضارية وثقافية للمجتمعات، فقد أصبحت تتحول وبسرعة في جميع دول العالم لتصبح أمرا إلزاميا، إذ أتسع نطاق تأثيرها ليشمل كافة الجوانب السياسية والاقتصادية والاجتماعية ومن هذا المنطلق ولأهمية الموضوع وحداثته تناول البحث مفهوم الحكومة الإلكترونية لتسليط الضوء على أهداف الحكومة الإلكترونية والدور الذي تلعبه في رفع مستوى الجودة والكفاءة في أداء الأجهزة الحكومية باستعمال التقنيات الحديثة والتعرف على أهم الأبعاد الاستراتيجية تعتمدها في تحقيق النجاح الاستراتيجي إذ ينطلق البحث من مشكلة مفادها عدم وجود تقييم محلي لمستوى الحكومة الإلكترونية في العراق وفق معايير محددة وبصورة يمكن معها بيان مستوى التقدم قياسا لما وصلت إليه دول العالم لذلك تم الاعتماد على المنهج الوصفي التحليلي في دراسة المنشورات التي توفرها الأمم المتحدة لقياس الحكومة الإلكترونية ووفق ذلك تم التوصل إلى استنتاج أن درجات العراق على مؤشر المشاركة الإلكترونية الذي تصدره الأمم المتحدة كمؤشر مكمل لمؤشر تطور الحكومة الإلكترونية كانت منخفضة باستثناء سنة (2016) الأمر الذي يشير إلى تقدم المشاركة الإلكترونية في العراق وهذا ما دعا إلى ضرورة توجيه الوزارات والجهات الغير مرتبطة بوزارة والهيئات والمحافظات على استعمال تكنولوجيا المعلومات بشكل أكبر في تقديم الخدمة للمواطن لما لها أثر من تقليل الروتين الإداري وغلق منافذ الفساد وتقديم الخدمات بشكل أفضل.

E-management represents a cultural and cultural shift for societies. It has become fast in all countries of the world to become mandatory, as its scope of influence has expanded to include all political, economic and social aspects, and from this standpoint and the importance of the topic and modernity discussed the concept of e-government to highlight the objectives of e-government and the role that play in raising the level of quality and efficiency in the performance of government agencies using modern technologies and identify the most important strategic dimensions adopted in achieving strategic success as the research starts from the problem There is no local assessment of the level of e-government in Iraq according to specific criteria and can be indicated with the level of progress compared to what has reached the countries of the world, therefore, was based on the analytical national approach in the study of publications provided by the United Nations to measure e-government and accordingly reached the conclusion that the degrees Iraq on the electronic participation index, which was issued by the United Nations as a complementary indicator of the evolution of e-government was low except for (2016), which indicates the progress of electronic participation in Iraq and this called for the need to guide ministries and non-related bodies The Ministry and the authorities and governorates on the use of information technology more in the provision of service to the citizen because of the impact of reducing administrative red tape and the closure of corruption and better service delivery.
