نبتغي من إجراء هذه الدراسة إظهار الحجم الحقيقي للمتخرجين والمشتغلين من خريجي الكليات والمعاهد في محافظة البصرة، نظراً لتمتع المحافظة بميزة خاصة تنفرد بها عن باقي المحافظات، وذلك لاحتوائها على ثروات نفطية ومعدنية جعلت منها ملاذاً يبحث فيه خريجو الجامعات والمعاهد عن العمل، إذ لا يقتصر ذلك على سكان محافظة البصرة فحسب بل نرى المتخرجين من المحافظات الأخرى يتوجهون للتقديم في المواقع النفطية والشركات الاستثمارية في الحقول النفطية في المحافظة، فضلاً عن وجود ميناء يعدّ المنفذ الوحيد للبلد على دول العالم الخارجي وما يدخل عن طريقه للبلد من بضائع وتجارة بمختلف الأنواع والتي توفر بدورها فرص عمل لكثير من العاطلين لاسيما المتخرجين. من أجل ذلك ارتأينا أن نتناول في هذا البحث، بشيء من التفصيل ما تحمله البطالة لدى الخريجين من نتائج وكيف يمكن تشخيصها وتحليلها، إذ تضمن البحث محورين أساسيين الأول توزيع المتخرجين والمشتغلين من خريجي الكليات والمعاهد على المستوى العام في محافظة البصرة، في حين تطرق المحور الثاني إلى توزيع المشتغلين من خريجي الكليات والمعاهد حسب المستوى العام للوزارات والجهات غير المرتبطة بوزارة في محافظة البصرة، وأخيراً تناولت الدراسة أهم النتائج والمقترحات.
This study aims to show the true size of graduates and the employees graduated of colleges and institutes in Basra province due to a special advantage that the province has, making it unique as far as to the rest of other governorates because of its riches in oil and minerals, and a haven for colleges and institutes graduates to look for work. This is not limited to the people of Basra province only, but we see graduates from other provinces applying at oil sites and investment companies in the oil fields in the province. As well as the port which is the only port of the country to the outside world and what enters through this port of goods and trade of various types to the country. This, in turn, provides job opportunities for many workers especially in this paper we will discuss in some detail about the consequences of unemployment among graduates, its results and how they can be diagnosed and analyzed. The research included two main axes; the first is the distribution of graduates and employees of colleges and institutes graduates at the general level in the province of Basra. The second axis dealt with the distribution of employees of colleges by the general level of ministries and the entities that not associated with a ministry in the province of Basra. Finally, the study dealt with the findings and recommendations.
