المستخلص: تهدف هذه الدراسة إلى مقارنة محددات الاستثمار الأجنبي المباشر لدول منطقة الشرق الأوسط وشمال إفريقيا، وبيان سبب الاختلاف في حجم تدفقات الاستثمار الأجنبي المباشر بين هذه الدول، ولتحقيق ذلك، تم تقسيم المنطقة إلى عينتين، حيث تضمنت العينة الأولى، الدول الأكثر جذبا للاستثمار، في حين تضمنت العينة الثانية الدول الأخرى، كما تمت مقارنة كل من المحددات الاقتصادية الكلية والمحددات المؤسسية. حيث تمت مقارنة المحددات الاقتصادية الكلية عن طريق تحليل البيانات الخاصة بدول العينتين خلال الفترة من 1990 حتى 2017 باستخدام برنامج Eviews، في حين تم مقارنة المحددات المؤسسية استنادا لتقارير سهولة أنشطة الأعمال الصادرة عن البنك الدولي. تشير النتائج إلى أن سبب الاختلاف في حجم تدفقات الاستثمار لا يمكن أن يعزى لأسباب اقتصادية كلية، بل لأسباب مؤسسية تتعلق بالبيئة التنظيمية فى هذه الدول.

This study aims to compare the determinants of foreign direct investment in the countries of the Middle East and North Africa, and to explain the reason for the difference in the volume of foreign direct investment flows between these countries, and to achieve this, the region was divided into two samples, where the first sample included the most attractive countries for investment, while The second sample included other countries, as well as both the macroeconomic and institutional determinants were compared. As the macroeconomic determinants were compared by analyzing data for the two sample countries during the period from 1990 to 2017 using the Eviews program, while the institutional determinants were compared according to the ease of doing business reports issued by the World Bank. The results indicate that the reason for the difference in the volume of investment flows cannot be attributed to macroeconomic reasons, but rather to institutional reasons related to the regulatory environment in these countries.
