المستخلص: يعتبر الاستثمار الأجنبي المباشر من أكثر أنواع الاستثمار تفضيلا، حيث أصبح يعد بديلا لحل معضلة التنمية الاقتصادية للعديد من دول كونه مصدر من مصادر التمويل الخارجي ويعمل على زيادة استخدام الموارد المحلية مما ينعكس إيجابا على الدولة. والجزائر تعتبر من الدول النامية التي بادرت بفتح مجالاتها وأجوائها الاقتصادية واسعة من أجل توليد بيئة استثمارية ملائمة تستقطب المستثمرين الأجانب رؤوس أموالهم في قطاعات مختلفة بهدف تأهيل الاقتصاد الوطني، لكن رغم ما قامت به الجزائر من سياسات إصلاحية والمزايا المتعددة والحوافز متنوعة، إلا أن كل التقارير الدولية تؤكد على وجود جملة من عوائق تعيق بيئة الأعمال في الجزائر وتحد من عملية انسياب رؤوس الأموال إليها.

FDI is one of the most favored types of investment. It is considered an alternative to solving the economic development dilemma of many countries as a source of external financing and increasing the use of domestic resources, which is positively reflected on the state. Algeria is one of the developing countries that has opened its economic fields to create a favorable investment environment that attracts foreign investors and their capital in different sectors in order to rehabilitate the national economy. However, despite Algeria's reform policies and various advantages and incentives, Stresses the existence of a number of obstacles that hinder the business environment in Algeria and limit the flow of capital to it. This study dealt with the following problems: What are the most important obstacles that still prevent the absence of a suitable environment for foreign investment and limit the increase in revenues in Algeria? By focusing on the trends of the development of foreign direct investment and the level reached by the volume of foreign direct investment in developing and Arab countries and finally their share in Algeria and the most important sectors in which it was invested. In order to analyze and answer our problem, we have used the following hypotheses: -The world has become an open arena for competition to attract foreign direct investment (FDI) to its investment capital as an engine of economic development accompanied by multiple arts and skills. This is why the number of countries that have begun to decline their policies to meet the requirements of foreign investors has increased. -The remarkable interest in the positions of developing countries and some Arab countries regarding the inflow of foreign direct investment has helped them to mobilize it. -Despite all the concessions and measures presented by Algeria, the reluctance of foreign direct investment to them remains modest. -The flow of foreign direct investment to Algeria is facing many obstacles to achieving the objectives of this type of investment. The importance of research lies in the following points: -Extensive knowledge of the subject of FDI by highlighting how it develops across the world. -To know the extent of flows of developing and Arab countries. -Try to identify the outcome of foreign investment in and out of Algeria, and the flexibility of the economy of Algeria to fill gaps that limit the attraction to them. The research methodology: The quality of this research required reliance on the analytical descriptive approach, which included three axes, one devoted to the direction and development of foreign direct investment, while the second reviewed the analysis and evaluation of the volume of foreign direct investment in Algeria. The latter axis presents the obstacles of foreign direct investment in Algeria according to international reports.
