المستخلص: تهدف هذه المقالة إلى إبراز علاقة إداري الجودة الشاملة بنظام إدارة البيئة وفقا للمواصفة الدولية 14001 ISO في مؤسسة الإسمنت بعين توتة، وبذلك يشكل الأداء الكلي للمؤسسة والمتمثل في إدارة الجودة الشاملة البيئية وفقا للمواصفة 14001 ISO. حيث خلصت الدراسة إلى نتيجة مهمة وهي أن إدارة الجودة الشاملة تعتبر كسلاح تنافسي مهم من اجل تحقيق التميز والريادة، كما ظهرت أيضا الحاجة لإدخال النظام البيئي وفقا للمواصفة 14001 ISO ضمن الاهتمامات الإدارية والعمليات التشغيلية، ليتكامل ذلك مع الأداء الأول ويساهما في تحقيق متطلبات التنمية المستدامة خاصة تلك المتعلقة بحماية المستهلك.

As economic institutions one of the most important parties leading to environmental degradation occurring in the world, Thereby contributing to the embodiment of the core pillars of quality management and environmental management, By incorporating or adopting standards and standards associated with promoting and sustaining sustainability, By qualifying them for various certificates including: ISO 9001 Quality Management and ISO 14001 Environmental Management System, On the ground together, Which may give it the flexibility to deal with the new demands of its surroundings. Basing on this, This article aims to highlight the relationship of Total Quality Management with the Environmental Management System in enterprise with ISO 14001, TQM is an interactive and managerial intellectual portal used by the Organization as an important competitive weapon in order to achieve excellence and leadership, There was also the need to introduce the ecosystem according to ISO 14001 as a result of the requirements of sustainable development, and was established by lobbying groups, especially those related to consumer protection to integrate with the first performance, Thus, the overall performance of the institution represented in the management of environmental quality in accordance with ISO 14001. The method of research in the study of the theoretical concept is environmental quality management, its importance and its motives in the economic institution, we also conducted a field study on the Cement enterprise in Ain Tota, this is in order to identify the interest of the institution's managers in the quality management system to control its performance and its reflection on the dimensions of sustainable development, this institution has been chosen because it is considered one of the industrial institutions that are very important in economic and social development, as a result of the implementation of economic programs set by the public authorities in the field of construction and reconstruction, however, the nature of its activities is detrimental to the environment making it follow the process of continuous improvement of quality on the one hand and reduce environmental pollution on the other hand, with ISO 9000 and ISO 14000 certification for environmental management, we have followed up and evaluated the application of quality management system within the institution within the perspective of sustainable development. The study concluded with a number of results, the most important of which were: -The enterprise adopted the quality management system standard ISO 9000 in the economic aspect to achieve economic efficiency and effectiveness through the achievement of quality products and services and meet the wishes of customers and consumers; -The Environmental Management System Standard ISO 14000 is on the environmental side to assist the Foundation in protecting the environment, reducing pollution and improving environmental performance. -The company is also cementing the Ain Tota with great efforts to increase production and reduce costs, it has also been proactive in taking appropriate measures to preserve the environment, the quality of the cement produced in the institution is one of the finest types of cement produced in the country, where it obtained several certificates of quality.
