المستخلص: تشير نتائج الدراسة إلى ربحية وكفاءة الاستثمار الزراعي في الأراضي الصحراوية المستصلحة – خاصة تلك التي بها منسوب وافر في المياه الجوفية – ويتضح من نتائج الدراسة أن السيناريو الرئيسي للنشاط الزراعي والمقترح في هذه الدراسة هو الأكثر ربحية. ولذلك توصى الدراسة بضرورة التوسع في الاستثمار الزراعي في مثل هذه الأراضي، خاصة مع ارتفاع الأسعار العالمية للمحاصيل الغذائية، فضلاً عن تدهور نسب الاكتفاء الذاتي من السلع الغذائية الأساسية وأهمها القمح، ومما يؤكد أهمية هذا النوع من الاستثمار الزراعي أن وزارة الزراعة أقرت في مستهل الربع الأخير من عام 2010 استراتيجية للتنمية الزراعية المستدامة، يتمثل أحد أهداف المرحلة الأولى لهذه الاستراتيجية في تحقيق الاكتفاء الذاتي من الحبوب (القمح – والذرة – والأرز – والشعير). كما تتأكد أهمية الاستثمار الزراعي في الأراضي الصحراوية المستصلحة إذا ما علمنا أن المساحة المزروعة حالياً لا تتجاوز 8.4 مليون فدان – يحسب بيانات وزارة الزراعة – تتنافس عليها محاصيل متنوعة من بقول وحبوب وخضر وفاكهة وكذلك الأعلاف والألياف لكل من الاستهلاك المحني أو للتصدير. ولا شك أن هذا التعدد والتنافس على هذه المساحة المحدودة من الأراضي المزروعة يجعل من تحقيق هدف الاكتفاء الذاتي من المحاصيل الغذائية الأساسية ما لم تتوسع الدولة في الاستصلاح المزيد من الأراضي الصحراوية وتسعى لتشجيع الاستثمار الزراعي فيها، فضلاً عن وقف كافة صورة التعدي على الأراضي الزراعية، كما يجب زيادة مخصصات الإنفاق على البحوث الزراعية بغية تحسين الإنتاجية. وتجدر الإشارة هنا إلى أن هناك فرصاً غير مستغلة للتوسع في زراعة الحبوب منها مثلاً الأراضي المستصلحة التي يستخدمها بعض المستثمرين العرب في توشكي وشرق العوينات لزراعة البرسيم وعلف الماشية لتصديره إلى دول الخليج، فيجب أن تكون هناك آلية لتنظيم زراعة واستغلال الأراضي – خاصة من قبل القطاع الخاص سواء الوطني أو الأجنبي – كأن تشترط الدولة حداً أدنى من المساحات المستصلحة يجب تخصيصها لزراعة الحبوب وبما يدعم تحقيق هدف الاكتفاء الذاتي منها. \

Increased agricultural productivity and rapid horizontal expand in the new lands during recent years have contributed to a significant increase in the agricultural production. Egypt has high population pressure on land and other resources to meet its food and development needs. The natural resource base of land, water and bio-diversitv is under severe pressure. Future increases in the production of cereals and non-cereal agricultural commodities will have to be essentially achieved through increases in productivity, as the possibilities of expansion of area and livestock population are minimal. The main objectives of the study are to: (i) study the viability of the agricultural investment in the desert lands, (ii) determine and measure the impacts of main economic and production factors affecting agricultural investment efficiency in the reclaimed lands and (iii) assess the sensitivity of the agricultural investment efficiency of the expected changes in the main economic and production factors. The proposed evaluation would be done using capital efficiency measures such as the Internal Rate of Return (IRR) and Net Present Worth (NPVV), Benefit cost Ratio (B/C Ratio) and Capital Turnover, for large agricultural project in El Wahat - Misr road area. All agricultural project should be subjected to sensitivity analysis. In agriculture, projects are sensitive to change in four principal areas. These are: (a) delay in implementation, (b) cost overrun, (c) price changes for both inputs and outputs; (d) productivity changes. On the other hand, the agricultural projects should be examined to see what happens: (i) if the future sales price of the projects' output is fluctuated, (ii) if the producer fails to adopt new practices as rapidly as anticipated, (iii) if production cost estimates are not often very firm, and (iv) if the future productivity of the project is changed because there is a tendency in the projects to be optimistic about potential productivity. The switching value concept means that how such an element would have to change in an unfavorable direction before the project would be no longer meet the minimum level of acceptability as indicated by one of the measures of project worth. The main findings could be summarized as follows: (i) the agricultural investment in the reclaimed land is quite viable when the quantities of ground water are available, (ii) the continuous increases in the world prices of vegetables and crops has great positive impacts on the agricultural investment efficiency in the desert lands.
