المستخلص: تهدف هذه الورقة البحثية إلى توضيح مفهوم الجماعات والهيئات المحلية ومختلف مهامها، كما خصص المحور الثاني من هذه الورقة البحثية للتأصيل النظري لمفهوم التنمية المستدامة ومبادئها وأهدافها، ومختلف أبعادها والتفصيل في مؤشرات البعد البيئي لها وفي الأخير خصص محور للحديث عن المفاهيم الخاصة بإدارة النفايات البلدية الصلبة كجزء من مهام الجماعات المحلية في حماية البيئة، وقد تم اتخاذ تجربة المملكة العربية السعودية في إدارة النفايات البلدية الصلبة للوصول إلى تنمية بيئية مستدامة كنموذج.

The local communities are considered decentralized bodies entrusted with the task of protecting the environment by being closer to the citizen, and their awareness of the environmental problems facing. In the context of the sustainable development that States seek to achieve for the advancement of their peoples, States devise a number of laws and legislations to achieve sustainable environmental development through the powers they provide to local and municipal bodies and communities or under any other name. So, this paper came under the title of -The Role of Local Communities in Achieving Sustainable Environmental Development - municipal Solid Waste Management Experience for Saudi Arabia as a Model -, it aims to clarify the concept of local communities and its various tasks, the second axis of this research allocated for the theoretical concept of sustainable development, also its principles and objectives, and the various dimensions of sustainable development as well the detail in the environmental dimension indicators, the last axis focused about the special municipal waste management as a solid part of the local communities tasks in protecting the environment, and as a case study was chosen the experience of the Kingdom of Saudi Arabia as a model in the Waste management to reach the environmental sustainable development. The Problematic of the study: The Problematic of This paper attempts to answer on How can local communities contribute to sustainable environmental development through the solid waste management experience in the Kingdom of Saudi Arabia as a model? Sections of the study: To answer the problematic of this study, it was divided into the following axes: - Theoretical background of local communities. - Theoretical Framework for Sustainable Development. - Solid Waste Management of Municipalities as an Approach to Achieving Sustainable Environmental Development - The Experience of the Kingdom of Saudi Arabia - as a Model. The importance and objectives of the study: - answer the previous question by clarifying the concept of local communities; - highlighting the concept of sustainable development and its most important principles and dimensions. - clarifying the role of local communities in achieving sustainable environmental development. In the end to achieve the previous objectives, the Kingdom of Saudi Arabia's experience in the management of municipal solid waste has been taken as a means of achieving sustainable environmental development. The results of the study: As a result, the Kingdom of Saudi Arabia's program has put in place to manage and protect its environment and achieve the principle of solid waste management in its municipalities, so we can say that program helps to impose the: - Measures to manage the environment. - Protect the interests of its citizens now, and for the future generations. - The program has contributed to economic growth, that takes into account the principles and environmental dimensions of sustainable development.
