المستخلص: يرمى البحث الحالي إلى تطوير دور المراجعة في الحد من ممارسات الفساد المالي وتحسين أداء الوحدات الاقتصادية في بيئة الأعمال المصرية. ولقد تم تقديم إطار نظري يتناول عرض وتحليل مسئولية المراجعين عن معالجة الفساد في الأدبيات السابقة، مفهوم الفساد من منظور مهني وآليات محاربته، دور معايير المراجعة الأمريكية والدولية في معالجة الفساد، اتفاقية الأمم المتحدة لمكافحة الفساد، وتنفيذ الاتفاقية وألية المراقبة، الاستراتيجية الوطنية لمكافحة الفساد ودور المراجعة في تنفيذها، دور المراجعة في مكافحة وكشف الفساد، أثر متطلبات دليل منظمات الإنتوساي INTOSAI على أداء المراجعة الداخلية، دور الحوكمة الجيدة في مكافحة الفساد المالي والإداري، والإطار المهني لمدخل المراجعة الاستقصائية القضائية ودورها في مكافحة جرائم الفساد المالي بمنظمات الأعمال. تم التوصل إلى أن الاستراتيجية الوطنية لمكافحة الفساد لم تشر على نحو مباشر إلى مسئوليات المراجعين الخارجيين فيما -يتعلق بالفساد. واستبعدت المراجعة ولم تهتم بدورها ولكنها ركزت على دور الهيئات والأجهزة الرقابية المختصة بمكافحة الفساد والتنسيق فيما -بينها في مكافحة الفساد بتعزيز قيم النزاهة والشفافية ضمانا لحسن أداء الوظيفة العامة والحفاظ، على المال العام. ووضع ومتابعة تنفيذ الاستراتيجية الوطنية لمكافحة الفساد -بالمشاركة مع غيرها من الهيئات والأجهزة المعنية. فقد ركزت الاستراتيجية الوطنية لمكافحة الفساد على دور الجهاز المركزي، للمحاسبات فقط. وفي الواقع قد لا يباشر الجهاز. المركزي للمحاسبات اختصاصاته مثل الرقابة على الأداء والرقابة القانونية. كما أن -المراجعون الخارجيون في الواقع لا يفضلوا أن يتحملوا أي مسئولية عن مكافحة الفساد ويتغاضون عن مسئولياتهم عن اكتشاف الفساد الذي يمكن أن يكون له أثر على القوائم المالية، حيث أن ذلك لم يتم تطلبه بشكل صريح عن طريق معايير المراجعة. المراجعة ليست سوى ألية واحدة من آليات مواجهة الفساد والذي يستلزم مجموعة من اللوائح ضد الممارسات الفاسدة، والضوابط الرقابية الداخلية والعقوبات والحوافز، وحماية المبلغين عن المخالفات، وتفعيل منظومة الرقابة على الشركات المساهمة وتطوير معايير الأداء المهني للمراجعة الداخلية. وفي ضوء نتائج الدراسة تم تقديم مجموعة من التوصيات.

The current research aims to develop the role of audit in reducing financial corruption practices and improving the performance of economic units in the Egyptian business environment. A theoretical framework dealing with the presentation and analysis of the auditors' responsibility for dealing with corruption has been presented in the previous literature, as well as the concept of corruption from a professional perspective and mechanisms to combat it, the role of American and international auditing standards in addressing corruption, the United Nations Convention against Corruption, the implementation of the Convention and the monitoring mechanism, the national anti-corruption strategy and the role of audit in its implementation, the role of the audit in combating and detecting corruption, the impact of the requirements of the INTOSAI guideline on the performance of the internal audit, the role of good governance in combating financial and administrative corruption, and the professional framework for the judicial investigative review entrance and its role in combating financial corruption crimes in business organizations. It was concluded that the national anti-corruption strategy did not directly refer to the responsibilities of external auditors in relation to corruption. The review was excluded and did not pay attention to its role, but focused on the role of the supervisory bodies and bodies concerned with combating corruption and coordinating among them in combating corruption by promoting the values of integrity and transparency to ensure the proper performance of the public function and the preservation of public money, and the development and follow up of implementation of the national anti-corruption strategy in partnership with other relevant bodies and agencies. The National Anti-Corruption Strategy focused on the role of the Central Auditing Organization only. In fact, the Central Auditing Organization may not exercise its functions such as performance oversight and legal oversight. In fact, the external auditors do not prefer to assume any responsibility for combating corruption and overlook their responsibilities of detecting corruption that could have an impact on the financial statements, as this was not explicitly required by auditing standards. The audit is only one of the mechanisms to confront corruption, which requires a set of regulations against corrupt practices, internal controls, penalties and incentives, protection of whistleblowers, activating the control system over joint stock companies and developing professional performance standards for internal auditing.
