المستخلص: تقوم فلسفة التعليم العالي على تنمية المعارف والمهارات لدى الطلاب وتحفيزهم على الإبداع وتشجيع البحث العلمي، تهدف الورقة المقدمة إلى تعظيم الاستفادة من مخرجات الدراسات العليا وتسخير البحث العلمي لخدمة المجتمع وقضايا التنمية الاقتصادية والتوصل إلى معايير أكثر تقدما لبرامج الدراسات العليا تحدد الرؤية المستقبلية المتوقعة من البحوث العلمية وانعكاساتها على اقتصاد الدول العربية. ولتحقيق ذلك تناقش الورقة أربعة محاور رئيسية يتناول المحور الأول الدراسات العليا والبحث العلمي بين الواقع والتحديات، المحور الثاني تناول دور القطاع الخاص في دعم وتمويل البحث العلمي، المحور الثالث يتناول دور الحكومة في دعم وتمويل البحث العلمي، المحور الرابع تناول تجارب ناجحة لبعض الدول التي حققت استفادة من البحث العلمي. وقد اتضح من نتائج الدراسة وجود مشاكل تعترض البحث العلمي وتحول دون الاستفادة منه وتطبيقه كما أوضحت الدراسة انخفاض الانفاق على البحث العلمي وضعف مشاركة القطاع الخاص في التمويل بالإضافة إلى عدم توافر المناخ الملائم للبحث العلمي أدى إلى هجرة العقول العربية إلى الدول المتقدمة التي استفادت من تلك الهجرة في حين شكل اهدارا للموارد البشرية للدول العربية. توصى الدراسة بضرورة زيادة حجم الإنفاق على البحث العلمي، وتطوير برامج الدراسات العليا لتواكب التطورات وتحقق أهداف المجتمع الاجتماعية والاقتصادية، واستقطاب العقول المهاجرة من خلال توفير المناخ الآمن والمستقر لها وتحقيق التفاعل والشراكة بين الجامعات والقطاعات الإنتاجية والحكومية والخاصة.

The philosophy of higher education on the development of knowledge and skills of the students and motivate them to creativity and to encourage scientific research, aimed at the paper submitted to the optimization of the output of graduate studies and harness scientific research to serve the community and economic development issues and to reach standards of more advanced graduate programs define the vision of the expected future of scientific research and its impact on The Arab Countries economy. To achieve this paper discusses the five main: The First axis deals with the goals of graduate studies and the problems facing the scientific research in the Arab countries. The Second axis deals with the role of graduate studies and scientific research in achieving economic development and community service. The Third axis deals with the role of the private sector in supporting and financing scientific research. The Fourth axis deals with the government's role in supporting and financing scientific research. The Fifth axis also addressed successful experiences of countries of the world benefiting from scientific research. It was clear from the results of the study of problems encountered in scientific research and prevent the benefit from it and apply it as the study showed lower spending on scientific research and the weakness of private sector participation in financing in addition to the lack of appropriate climate for scientific research led to the migration of Arab minds to the developed countries that have benefited from such migration while the form of a waste of human resources for the Arab States. The study recommends the need to increase the volume of spending on scientific research and the development of graduate programs to keep pace with developments and achieve the objectives of community social and economic development, attracting brains migrating through the provision of climate secure and stable her and achieve interaction and partnership between universities and the productive sectors, governmental and private.
