المستخلص: وجود بعض الغموض في كيفية اعتماد نظام الدولار الأمريكي، وتغيير النظام النقدي أي: طريقة إصدار العملات المحلية (هل قاعدة العملة المحلية قاعدة ورقية أو سند ت دين أو غير ذلك) وذلك لكثرة الأسباب المذكورة حول هذا الأمر يعتبر من الدواعي التي أدت إلى القيام بهذه الدراسة، وما قد يترتب على ذلك الاعتماد من فرض ضرائب غير مباشرة على المواطنين والحكومات، ومن تبعية اقتصادية أو سياسية نتيجة لاعتماد بعض القواعد النقدية، ويهدف البحث إلى اختصار تلك الأسباب واستنتاج أهمها، كما يهدف إلى التعرف على أهم الآثار المترتبة على نظام الدولار الأمريكي، بعد إجراء مسح تأريخي على النظام النقدي المعاصر، مستخدما المنهج الوصفي في تحليل البيانات. أثبتت الدراسة أن أهم أسباب اعتماد نظام الدولار الأمريكي هي قرارات مؤمر برتون وودذ Bretton) WoodsAgreement Forex Markets )، وخاصة قرار ربط العملات بالدولار الأمريكي ، في حين أن أهم نتائج هذا الاعتماد هو تفرد الدولار الأمريكي أداة للتسويات الدولية، كما أثبتت أن إصدار العملات إذا لم يستند إلي نشاط اقتصادي حقيقي كتغطية نقدية، كأن تصدر العملة المحلية بناء على سندات ديون فإن الإصدارات الجديدة تعتبر ضرائب غير مباشرة يدفعها الشعب، وان الاحتياطات الأجنبية تكون بمثابة قاعدة للعملات عند أية محاولة لاستقرار وتثبيت سعر العملة والصرف عن طريق تلك الاحتياطات.

This work is briefly studying dollar-monetary system: the reasons created it and its outcomes produced, with the intention to summarize and simplify the huge mentioned reasons and outcomes, as well as studying how it is internationally operating; and internal consequence of that operation. Therefore, it is worthily to find out those reasons and outcomes through critical and descriptive approach. However, it is identified that the decisions produced by Conference of Bretton Woodsare the major elements of imposing dollar-monetary system, especially the decisions related to combing other currencies to USD, and it is discovered that the major impact of that combination is imposing USD as international settlements tool. Moreover, it has been found that the issuance of national currency without achieving really economic growthis reflecting hidden tax imposed on the people in some cases, such as issuing of national currency based on securitizes and bonds or with nothing. Furthermore, it has been found that using foreign reserves as tool of money value and foreign exchange ratestabilityresultscontrolling other economies,and giving the fiat money the power of money standard,due to the produced impact internally and externally. Finally, it has been highlighted that utilizing fait money as international reserves and settlements –the current adopted monetary system by the conference of Briton Woods-may affect internal policies economically and politically. To conclude, in regards to its influenceon international trades and transactions, the USD become globally dominating currency.
