ممارسة الإسلام السياسي واحدة من الأدوات التي لطالما حلم الكثير بالعودة لعباءة الخلافة من خلالها، ولم شعث الأمة التي انفرط عقدها، وتشتت شملها. والخلاف في نشأة إيديولوجية الإسلام السياسي وخطابة قديم ولازال مطروحا على الساحة، إلا أن الأكيد أنه لم ينشأ حال فتوة السلطنة العثمانية لانتفاء الداعي لذلك. تباينت الظروف واختلفت على المسرح السياسي أواخر القرن التاسع عشر الميلادي بسبب التحالفات التي لجأت إليها دول الاستعمار من ناحية، واتفاق الغرب من ناحية أخرى على ضرورة إحداث خرق في ثوب السلطنة العثمانية، ليسهل السيطرة على مقدراتها وثرواتها دون مواجهة أمة مجتمعة متحدة. من رحم تلك الصراعات وفي هذه الآونة ولد خطاب إسلام سياسي تبنته القوى الاستعمارية التي اتخذت منهجا مغايرا لمنهج القوى التي فضلت المواجهات المسلحة. تنبهت ألمانيا -أهم القوى الاستعمارية المتحالفة مع السلطنة العثمانية-آنذاك لأهمية استخدام هذا الخطاب بهدف إقناع المسلمين بجدوى الصداقة الوليدة بينها وبين السلطنة من جهة، ولتزكية المسلمين أنفسهم للتحالف القائم بين بينهم وبين المسيحيين -ألمانيا-. تعددت وسائل إصدار هذا الخطاب آنذاك، إلا أن واحدة من هذه المصادر مثلت الذراع الفتيه له وهي مجلة الجهاد الإسلامية التي صدرت الخطاب لأرض الشرق لكسب تعاطف المسلمين وتأييدهم لسلطنتهم في هذا التحالف، واستخدمته لإعادة تأهيل الأسرى الذين قاتلوا تحت رايات الأعداء ليتم استخدامهم مره أخرى تحت الراية العثمانية الألمانية. هذا بخلاف شرعنه الوجود الألماني على الأراضي الإسلامية لتحقيق مصالح لا تختلف في جوهرها كثيرا عما كان عليه حال الدول الإمبريالية الأخرى. جاء البحث ليسلط الضوء على تفاصيل هذه الفترة الهامة من عمر التاريخ الإسلامي عموما، وليبرز الأحداث السياسية التي ارتبطت بهذه الظاهرة الوليدة، وليثبت نشأتها مبكرا في أرض الغرب قبل أن يمتد نفوذها وتنتقل لأرض الشرق وتمثل ويلات لطالما عانى منها الإسلام ومازالت المعاناة مستمرة نسأل الله السلامة والعصمة.
The practice of political Islam is one of the tools that many have long dreamed of returning to the mantle of the caliphate through, and the nation whose contract has been overstretched has not been dislocated. The dispute over the emergence of political Islam's ideology and old rhetoric is still on the table, but it is certain that it did not arise in the case of the Ottoman sultan’s fatwa due to the lack of it. Conditions varied and differed on the political stage in the late nineteenth century due to the alliances resorted to by the colonial countries on the one hand, and the agreement of the West on the other hand on the need to cause a breach in the garment of the Ottoman Sultanate, to facilitate the control of its capabilities and wealth without facing a united united nation. Whoever has mercy on those conflicts, and at this time a political Islam discourse was born, adopted by the colonial powers, which took a different approach to the approach of the forces that preferred armed confrontations. Germany, the most important colonial powers allied with the Ottoman Sultanate, at the time, paid attention to the importance of using this speech in order to convince the Muslims of the usefulness of the budding friendship between them and the Sultanate on the one hand, and the Muslims themselves recommend the existing alliance between them and the Christians - Germany -.There were many means of issuing this speech at the time, but one of these sources represented the young arm of it which is the Islamic Jihad magazine that issued the speech to the East to gain the sympathy and support of Muslims for their authority in this alliance, and used it to rehabilitate the prisoners who fought under the flags of the enemies to be used again under the banner German Ottoman. This is unlike the legitimacy of the German presence on Islamic lands to achieve interests that do not differ in essence much from what was the case with other imperial states. The research came to shed light on the details of this important period of the age of Islamic history in general, and to highlight the political events that were associated with this nascent phenomenon, and to prove its origins early in the land of the West before its influence extended and moved to the land of the East and represents the scourges that Islam has always suffered from and suffering continues to ask God, safety and infallibility.
