المستخلص: In a changing and uncertain environment characterized by globalization and strong competition, companies are confronted with the imperative of being competitive in order to ensure their sustainability. These SMEs play an essential role in the creation of Creation of added value, and their contribution to the distribution of income. All recent studies show that Algerian SMEs are subject to multifarious constraints of varying intensity, Constraints faced by SME managers, and constraining their development, such as informal, financial, labor market, industrial, administrative and judicial constraints and information constraints Since the 1990s, the local public authorities have set up a set of programs and support structures to protect Algerian companies and to promote the competitiveness of Algerian enterprises.

Dans un environnement mouvant, et incertain, caractérisé par la mondialisation et forte concurrence, les entreprises se trouve confrontées à l’impératif d’être compétitives afin d’assurer leur pérennités,ces PME jouent un rôle incontournable dans la création d’emploi, la création de la valeur ajouté, et leur contribution dans la répartition des revenue, Toutes les études récentes font ressortir que les PME algériennes sont soumises à des contraintes multiformes d’intensité variable, des obstacles rencontrés par les dirigeants des PME, et qui freinent leur développement tel que les contraintes découlant de l’informel, financières, relatives au marché du travail, liées au foncier industriel, d’ordre administratif et judiciaire et les contraintes d’informations. Pour faire face a cette situation, Depuis les années quatre-vingt-dix, les pouvoir publique locaux ont mis en place un ensemble de programme et structures d’appuis pour protéger les entreprises algériennes et promouvoir la compétitivité de ces derniers.
