520 |a يتحدد موضوع هذه الورقة البحثية في المنظومة الصحية في الجزائر وطبيعة الإصلاحات التي تم إجرائها على مختلف سياساتها وبرامجها سواء على مستوى البنى والهياكل الصحية، أو على مستوى مواردها البشرية. فالهدف الجوهري من التركيز على هذا القطاع الحيوي ألا وهو الصحة تحقيق الرعاية الصحية للمواطن من جهة، وتحقيق التنمية من جهة أخرى. فالعنصر البشري أداة ووسيلة لتحقيق تنمية بشرية مستدامة، ناهيك على أن الصحة مؤشر أساسي لتنمية المجتمع ورقيه الاقتصادي. كما تطرح الورقة أيضا أهم الصعوبات التي تقف أمام أهداف القطاع الصحي لمواكبة التطور التكنولوجي في المجال الطبي لمكافحة الأمراض الخطيرة ومحاولة القضاء عليها، والتركيز على المراحل التاريخية التي مرت بها المنظومة الصحية غداة الاستقلال إلى يومنا هذا. بالإضافة إلى على الإنجازات التي حققتها هذه المنظومة من خلال تطبيقها مختلف المخططات التنموية، لتوفير الصحة للجميع، وضمان توزيع عادل للخدمات الصحية العلاجية منها والوقائية. 
520 |d Cette recherche s’intéresse à l’organisation sanitaire en Algérie et à la nature des aménagements faites au niveau de ses politiques et de ses programmes au niveau des ses ressources humaines. En effet, le but primordial de s’intéresser à ce secteur vivant est de réaliser une bonne prise en charge de la santé du citoyen tout en améliorant sa qualité. Donc, l’être humain est au cœur du développement humain durable. D’ailleur, la santé est un signe principal de l’évolution de la société et de son progrès économique. De plus, cette recherche puise d’une part, les difficultés essentielles aux quelles sont heurtés les objectifs du secteur sanitaire pour côtoyer le développement technologique de ce domaine afin de lutter contre les maladies et les guérir. D’autre part, elle s’intéresse à l’histoire de ce secteur depuis l’indépendance à nos jours, ainsi que tous les projets réalisés en appliquant toutes les stratégies développementales dans le but de garantir la santé à tout le monde et une distribution juste des services sanitaires et de prévention 
520 |f The topic of this research paper is determined in the health system in Algeria and the nature of the reforms that have been made to its various policies and programs, whether at the level of health structures and frameworks, or at the level of its human resources. The main objective of focusing on this vital sector, which is health, is achieving health care for the citizen on the one hand, and achieving development on the other. The human element is a tool and a means to achieve sustainable human development, not to mention that health is an essential indicator for the development of society and its economic advancement. The paper also presents the most important difficulties that stand in the way of achieving the goals of the health sector to keep pace with the technological development in the medical field to combat serious diseases and try to eliminate them, and focus on the historical stages that the health system has gone through after independence to this day, in addition to the achievements made by this system through the application of various development plans, to provide health for all, and to ensure a fair distribution of health services, both curative and preventive.
