المستخلص: Cet article vise à connaitre la réalité de la politique sociale en Algérie et comment faire pour faciliter les processus d’amélioration dans les services principaux tels que la santé, l’éducation, le logement et différents secteurs ayant un rapport direct avec la question sociale et après la traiter en donnant des lectures et des analyses des chiffres donnés, en s’approfondissant dans la législation et la réalité qui à chaque fois nous donne des données différentes. Ce qui oblige l’état à chaque fois de bâtir des nouvelles politiques sociales qui touchent toutes les dimensions de la question sociale, qui est liée aussi à la dynamique de la société d’une part et à la situation sociale des citoyens d’une autre part, ainsi la mise d’une politique sociale gagnante et capable de défier les défis de la question sociale qui pose des multiples problématiques dans ses dimensions économiques et sociales qui ont un lien direct avec le développement du pays.

تهدف هذه الورقة البحثية إلى التعرف على واقع السياسة الاجتماعية في الجزائر، وكيفية التأسيس لها لتسهيل عملية التحسين في الخدمات الأساسية كالصحة والتعليم والسكن وغيرها من القطاعات المرتبطة ارتباطا مباشرا بالمسألة الاجتماعية ومن ثمة معالجتها، بتقديم قراءات وتحاليل في الأرقام التي تقدم، والتعمق في التشريعات والقوانين التي تسن، والواقع الذي يفرز هو الآخر معطيات مغايرة في كل مرة، ما يلزم الدولة إلى التأسيس لسياسات اجتماعية جديدة تمس كافة أبعاد المسألة الاجتماعية، وترتبط كذلك بحركية المجتمع من جهة وبالوضع الاجتماعي للمواطن من جهة أخرى خاصة وأن وضع سياسة اجتماعية ناجحة وقادرة على مواجهة تحديات المسألة الاجتماعية يطرح إشكاليات عديدة تتشابك في أبعادها الاقتصادية والاجتماعية وترتبط كل الارتباط بالقضايا التنموية.

This research paper aims to identify the reality of social policy in Algeria and how to establish it to facilitate improvement in basic services such as health, education, housing, and other sectors directly linked to the social issue and then address them by providing readings and analysis of the figures presented, deepening the legislation and laws enacted, and the reality that also produces different data every time, obliging the State to establish new social policies that affect all dimensions of the social issue and are also linked to the mobility of society on the one hand and the social status of citizens on the other hand, especially since developing a successful social policy capable of meeting the challenges of the social issue poses many problems that are intertwined in its economic and social dimensions and are all linked to developmental issues.
