|a هدفت الدراسة إلى التعرف على دور الإنترنت في تعزيز الأمن القومي ضد الجريمة مع التركيز على المواقع الإلكترونية لوزارات الداخلية العربية، وتحديد المستهدفين من محتواها، والوقوف على الأهداف الرئيسة لهذه المواقع على مستوى تعزيز الأمن القومي، فضلا عن رصد المعوقات التي تحد من فاعلية دور المواقع الإلكترونية لوزارات الداخلية العرب في تعزيز الأمن القومي ضد الجريمة.\nوتعتمد الدراسة على أربعة مفاهيم هي: الإنترنت، الأمن القومي، الجريمة؛ انطلاقا من توجهها النظري الذي يرتكز على مدخل الغرس الثقافي.\nوتنتمي هذه الدراسة إلى الدراسات الكيفية التحليلية؛ استنادا إلى منهج دراسة الحالة، وقد استعان الباحث في سياقه باستمارة تحليل المضمون الكيفي والكمي؛ وعينة الحصر الشامل لمجتمع الدراسة.\nوقد أسفرت نتائج التحليل عن:\n(أ) تلعب المواقع الإلكترونية لوزارات الداخلية العرب دورا حيويا في تعزيز الأمن القومي ضد الجريمة.\n(ب) يمثل الأفراد والمؤسسات الأمنية والإعلاميون أبرز الفئات المستهدفة من المواقع الإلكترونية لوزارات الداخلية العرب.\n(ج) تتنوع الأهداف الأمنية التي تسعى المواقع الإلكترونية لتحقيقها، حيث التوعية بأساليب الجريمة وسبل مكافحتها، تعزيز الأمن والاستقرار، سهولة الحصول على الخدمات الأمنية.\n(د) تتمثل أهم الوسائل الوقائية التي تعتمد عليها المواقع الإلكترونية لوزارات الداخلية العرب في تعزيز الأمن القومي ضد الجريمة في: الاعتماد على الكفاءات التقنية المتخصصة، تأهيل وتدريب العناصر الأمنية، تأمين طرق الحصول على الخدمات.\n(هـ) تتحدد أهم المعوقات في: الفهم الخاطئ لتعزيز الأمن القومي، غلبة الطابع الخبري للمواقع الإلكترونية لوزارات الداخلية العرب، غياب التكامل والتعاون بين الدول العربية في تنظيم وإدارة المحتوى الإلكتروني لمواقع وزارات الداخلية.\n

|f The study aimed to identify the role of the Internet in strengthening national security against crime, focusing on the websites of the Arab Ministries of Interior, and identifying the target of their content. It also seeks to identify the main objectives of these sites at the level of strengthening national security, as well as monitor the obstacles that limit the effectiveness of the role of the websites of Arab Ministries of Interior in enhancing national security against crime. \nThe study is based on four concepts: Internet, national security and crime, based on its theoretical direction, which is based on cultural instilling. \nThis study belongs to the analytical-qualitative studies; based on the case-study approach. In its context, the researcher used the qualitative and quantitative content analysis form; and a comprehensive survey sample of the study community.\nThe analysis results showed:\n(a) The websites of Arab Ministries of Interior play a vital role in strengthening national security against crime.\n(b) Security individuals, institutions and media professionals are the most prominent target groups of the websites of Arab Interior Ministries.\n(c) The security objectives pursued by websites are diverse, such as the awareness about crime methods and means of combating them, enhancing security and stability, and easy access to security services.\n(d) The most important preventive means on which the websites of Arab Interior Ministries rely in strengthening national security against crime are: relying on specialized technical competencies, qualifying and training security personnel, securing access to services.\n(e) The most important obstacles include misunderstanding of strengthening national security, the predominance of the news nature of the websites of Arab Ministries of Interior, lack of integration and cooperation among Arab countries in organizing and managing e-content for the websites of the Interior Ministries.\nThis abstract translated by Dar AlMandumah Inc. 2020
