المستخلص: تعد الجامعة بحكم موقعها من السلم التعليمي معقلا للفكر الانساني في أعلى مستوياته، وهي مجال للاستثمار والتنمية لثروات البشرية، وهي مسؤوله عن بعث الحضارة العربية والتراث والتربية الدينية الخلقية والوطنية وتوثيق الروابط الثقافية والعلمية مع الجامعات الأخرى والهيئات العلمية العربية والأجنبية.
والجامعة إذا كانت في قمة منظومة التعليم فهي من خلال هذا الموقع تقوم بمهمة غاية في الخطورة حيث التداخل وتضارب المفاهيم والاتجاهات والقيم أحيانا، حيث شهدت العقود الأخيرة من القرن الماضي أحداثا متلاحقة وتطورات سريعة جعلت عملية التغيير أمرًا حتميًا في معظم دول العالم، وقد انتاب القلق بعض المجتمعات من هذا التغيير السريع، ولذلك زاد اهتمام المجتمعات الحديثة بالتربية للمواطنة وأخذ يستحوذ على عناية المفكرين والعاملين في الحقل التربوي، وخاصة في العقد الأول من القرن الحادي والعشرين الذي اتسم باختلاف القيم وقواعد السلوك وتنامي العنف وتفكك العلاقات وتشابك المصالح، وفي العراق أدى ذلك الى إحداث شرخ كبير في قطاع التربية والتعليم وانهيار المنظومة التربوية والقيمية والفكرية للطالب.
وحتى تكون المواطنة مبنية على وعي لابد ان تتم بتربية مقصودة تشرف عليها الدولة، يتم من خلالها تعريف الطالب المواطن بالعديد من مفاهيم المواطنة وخصائصها، مثل: مفهوم الوطن، والحكومة، والنظام السياسي، والمجتمع، والشورى، والمشاركة السياسية وأهميتها، والمسؤولية الاجتماعية وصورها، والقانون، والدستور، والحقوق والواجبات، وغيرها من مفاهيم المواطنة وأسسها.
وهناك العديد من المؤسسات التي تشكل المواطنة وتنميها عند الفرد ومنها الجامعة، الأسرة، والمؤسسات الدينية، والرفاق، ومجموعة العمل، والمدرسة التي تنفرد عن غيرها بالمسؤولية الكبيرة في تنمية المواطنة، وتشكيل شخصية المواطن والتزاماته وفي تزويده بالمعرفة والمهارات اللازمة من أجل المواطنة الصالحة، وتنجز المدارس تلك المسؤولية من خلال المناهج الدراسية التي تبدأ في مراحل العمر الصغرى وتستمر حتى بقية المراحل العمرية.
وسوف يتناول الباحث مفهوم قيم المواطنة، والوطنية، كما يستعرض أبعاد قيم المواطنة المختلفة، وأهمية تربية المواطنة ودور الجامعة في تنمية هذه القيم وفق المنهج التربوي للإمام الصادق عليه السلام كما يتعرض البحث لمجالات تربية المواطنة في المنهج الدراسي، وكيفية تضمين مفاهيم المواطنة في المناهج الدراسية، وأخيرا مقترح بالكفايات التربوية المتصلة بالتربية الوطنية من خلال تضمينها في المناهج الدراسية.


By virtue of its position on the educational ladder, the university is considered a bastion of human thought at its highest levels. It is a field for investment and development of human wealth. It is responsible for the resurrection of Arab civilization, heritage, moral and national religious education, and strengthening the cultural and scientific ties with other universities and Arab and foreign scientific bodies.
Being at the top of the education system, the university carries out a very serious task where the overlapping and conflict of concepts, trends, and values sometimes occurs. The last decades of the last century witnessed successive events and rapid developments that made the process of change inevitable in most countries of the world. Some societies have been concerned about this rapid change. That is why the interest of modern societies in education for citizenship increased and began to gain the attention of thinkers and workers in the educational field, especially in the first decade of the twenty-first century, which was characterized by different values and rules of behavior, the growth of violence, the disintegration of relations and the intertwining of interests. In Iraq, this has led to a major rift in the education sector and the collapse of the educational, value, and intellectual system for students.
In order for citizenship to be based on awareness, it must be carried out with an intentional education supervised by the state, through which the citizen student is introduced to many concepts and characteristics of citizenship, such as the concept of the homeland, the government, the political system, society, shura (consultation), political participation and its importance, social responsibility and its forms, and law, constitution, rights and duties, and other concepts and foundations of citizenship.
Many institutions constitute and develop citizenship for the individual, including the university, the family, religious institutions, comrades, the workgroup, and the school that is unique from others with great responsibility in developing citizenship, shaping the citizen’s personality and obligations, and in providing him with the knowledge and skills necessary for good citizenship, schools accomplish this responsibility through the curriculum that begins in the earlier stages of life and continues to the rest of the age.
The researcher will address the concept of citizenship values and patriotism and review the dimensions of the different values of citizenship, the importance of citizenship education, and the university’s role in developing these values according to the educational curriculum of Imam Al-Sadiq, peace be upon him. The research also deals with citizenship education in the school curriculum and how to include citizenship concepts in the curriculum—finally, a proposal for educational competencies related to national education by including them in the curricula.
