تميز الفكر السياسي الإسلامي الشيعي بأطروحته الفكرية المعاصرة الخاصة بالدولة والتي تنسجم مع المبادئ والمعتقدات التي يؤمن بها هذا الفكر، وانطلاقا من الإمامة والعصمة بنى الفكر الشيعي نظريته الخاصة بالدولة الإسلامية فجميع ما طرحه الفقهاء والمفكرين الشيعة من نظريات الدولة فإنها لا تخرج عن ضمن هذا الإطار، وبعد الغيبة الكبرى للإمام المهدي (عليه السلام) ولعدم وجود إمام معصوم بعده بدا هذا الفكر بالتنظير للدولة محاولاً سد فراغ القيادة الذي خلفته الغيبة وسد هذا الفراغ يجب إن يكون ضمن إطار الشرع والنصوص الشرعية وضمن مواصفات إسلامية، فإن غالبية هذا الفكر ذهب إلى إن أفضل شخص يسد هذا الفراغ الفقيه العالم بالشريعة وهو الذي يملك ملكة نفسية تجعله يتجنب المحارم وتجعله أقل الناس وقوعاً بالخطأ أي (العادل) وهو الذي يحق له إقامة الحكومة الإسلامية وقيادة الأمة على أساس إنه نائب الإمام المعصوم في زمن الغيبة مستدلين ببعض الروايات والوقائع التي حصلت في حياة الأئمة (عليهم السلام ) ووفقا لهذه الرؤية التي تعطي للفقيه الحكم والقيادة فقد تبنى الفكر الشيعي نظرية ولاية الفقيه، ونظرا لتلك الأوضاع الخاصة التي مرت بها الشيعة فقد فرضت عليهم نوعا من العزلة السياسية لذلك فقد ظل التنظير غائبا لهذه النظرية في العهود الماضية ،إلا إن في ستينيات القرن الماضي عاد التنظير بقوه لهذه النظرية والتي وجدت صداها عند بعض علماء الشيعة في العراق وتأثر الأحزاب الإسلامية الشيعية بها ومن هذه الأحزاب حزب الدعوة الإسلامية الذي يعتبر من أقدم الأحزاب العاملة على الساحة العراقية.
