المستخلص: تعاني معظم الدول النامية ومنها جمهورية مصر العربية من مشكلات اقتصادية عديدة أهما انخفاض معدلات التنمية والتي ترجع إلى انخفاض مستوى الدخل مما يؤدي إلى انخفاض معدلات الادخار وبالتالي الاستثمار وتتزايد حدة المشكلة في حالة عدم قدرة تلك الدول على توفير مصادر التمويل الأزمة لدفع عجلة الاستثمار وبالتالي التنمية. ولهذا فقد اضطرت تلك الدول ومنها جمهورية مصر العربية إلى البحث عن مصادر خارجية للتمويل بديلة منها الاقتراض الخارجي والمساعدات الدولية والاستثمار الأجنبي المباشر والغير مباشر ويرى العديد من الاقتصادين وكذلك خبراء المنظمات الدولية أن الاستثمار الأجنبي المباشر هو الأكثر ملائم من مصادر التمويل الخارجية (الأجنبية) الأخرى لضروف الدول النامية بشرط قيام الدول التي تسعى إلى جذبه بتهيئة البيئة التشريعية والاقتصادية المناسبة.

The problem of International finance has been closely linked linked to the problems of economic development and the site of the Issuer has been a constant concern of the International community especially in light of the new reality imposed by the current international changes and its repercussions on the economies of the developing countries including Arab countries Egypt. the Arab Re public of Egypt despite the fact that this problem has historical roots .the frame work of the relations of interdependence and exchange between the developed countries and the developed countries but they took new dimensions and implications especially with in the developments that took place in the globalization and dominated by the financial economy on the broad aspects of the relations international economic and what is called by the international institutions with in the new functions of the policies of economic reform that in clouded many developing countries in clouding Arab countries Egypt the Arab Republic and is in line with the global trends aimed at the integration and integration of economies of these countries and documentation of its link to the recipe for economic reform of the international monetary fund and the world bank calls to unleash the privatization programs and attract foreign investments assisted by the world trade organizations proposals on the freedom of trade the Arab countries including the Arab Republic of Egypt has also implemented economic reform policies in accordance with international recipes in an attempt to find a way out of dealing with economic imbalances including balance of payments imbalances.
