المستخلص: The role played by the higher authorities with regard to scientific activity has multiplied in evaluation and determination of the needs of the research organization as well as the allocation of financial resources allowing the management of scientific equipment and the current operation of research laboratories. Autonomy in considered essential to the university mission of conservation, transmission and advancement of knowledge. Through various interviews and observations as well as our professional experience that have helped us to understand that today, the conduct of scientific work is related to different higher instances, which explains the decrease in the degree of autonomy of each university with specificities, interpretations of the missions entrusted to them by the law, their ways of assuming them, their strengths and also their weaknesses. The involvement of external actors in the scientific community is at all stages of the process of scientific production.

Le rôle que jouent les instances supérieures vis-à-vis de l’activité scientifique s’est multiplié en évaluation et détermination des besoins de l’organisme de recherche ainsi l’allocation des ressources financières permettant la prise en charge d’équipements scientifiques et le fonctionnement courant des laboratoires de recherche. L’autonomie est jugée essentielle à la mission universitaire de conservation, de transmission et d’avancement du savoir. Par le biais de différents entretiens et observation ainsi que notre expérience professionnelle qui nous ont aidé à comprendre qu’aujourd’hui, la conduite des travaux des scientifiques est liée à différentes instances supérieures, ce qui explique la diminution du degré de l’autonomie de chaque université qui avec des spécificités, des interprétations des missions que leur confient la loi, leur manières de les assumer, ses forces et aussi ses faiblesses. L’engagement des acteurs extérieurs de la communauté scientifique se situent à tous les niveaux des étapes du processus de la production scientifique.
