كيف يمكن لمجتمع أن يتطور ويحقق التنمية البشرية وهناك أعداد لا يستهان بها من أفراده لا يعرف القراءة والكتابة. كما أن تدني معدلات الالتحاق وتدهور نوعية التعليم يعبر عنها في ارتفاع معدلات التسرب، وزيادة الفجوة بين الجنسين، شهد قطاع التعليم تدهورا كبيرا بسبب قلة عدد المدارس وضعف وجود الكادر التدريسي الكفء، مما أدى إلى انخفاض المستوى التعليمي وازدياد ظاهرة التسرب المدرسي. إن هذه المشكلات تطرح كثيرا من التساؤلات ولعل أهمها:- ١- ما هي طبيعة المستوى التعليمي؟ ٢- ما هي مظاهر التسرب من الدراسة؟ ٣- ما هو معدل الالتحاق للدراسة؟ وتعد المشكلات الصحية من أهم الحقوق الإنسانية الأساسية في وجود الإنسان، وفي ديمومة بقائه وهي تؤلف مع التعليم والدخل مثلث عناصر التنمية البشرية الأساسية. لهذا وضعت الباحثة بعض التوصيات والمقترحات: 1- زيادة الاهتمام بالمتأخرين دراسيا، وذلك عن طريق توفير برامج للتوجيه والإرشاد التربوي وفتح مدارس لليافعين لتعليم الكبار. 2- العمل على تحسين الوضع الأمني في البلد والذي يؤثر في عملية التعليم. 3- التنمية المحلية والتعايش السلمي.
How can society evolve and achieve human development there are significant numbers of its members don't know how to read and write. Also, the low enrolment and deterioration in the quality of education is reflected in the high dropout rates, increase the gender gap, the education sector has witnessed significant deterioration due to the insufficient number of schools and the weak presence of the cessation of teaching staff, resulting in a lower level of education and the increasing phenomenon of school drop out. These issues raise many questions and perhaps the most important; 1- What education level 2- What are the manifestations of dropout. 3- What is the enrollment rate for the study. Health problems are one of the most important basic human rights in human existence, and permanence of survival they constitute with the income and education basic human development triangle. this researcher has developed some recommendations and proposals: 1- increased attention to retarded curriculum, through the provision of guidance and counselling programmes for education and opening schools for adolescents to adult education. 2- to improve the security situation in the country and which affect the educational process 3- local development and peaceful coexistence.
