|a تعد التنمية الإدارية من المواضيع التي تحظى بأهمية كبيرة لما لها من دور كبير في تحقيق التنمية الشاملة، وتزداد أهميتها على وجه الخصوص لدى الدول السائرة في طريق النمو والتي تعاني من عدة مشاكل وتحديات تنموية؛ حيث تبين أن سبب التخلف في مختلف المجالات سببه بالدرجة الأولى هو التخلف الإداري. ومن هذا المنطلق جاءت هذه الدراسة لتؤكد من جديد على أهمية وأولوية الاهتمام بمسألة التنمية الإدارية، كما وقفت الدراسة على أبرز معوقات وتحديات التنمية الإدارية، وفي المقابل قدمت هذه الدراسة بعض الحلول لتجاوز هذه التحديات من خلال اقتراح آليات وأساليب تهدف إلى تحسين الخدمات الإدارية وتطويرها وتنميتها.
