المستخلص: تهدف هذه المقالة إلى مناقشة آثار فيروس كورونا المستجد على اقتصاديات الدول العربية مع التركيز على تقييم كفاءة التدابير التي تم اتباعها من قبل الدول العربية لمجابهة الآثار الاقتصادية للجائحة، ونظراً لحداثة الجائحة وعدم التيقن بتبعاتها، فقد اعتمدت المقالة على مقارنة السياسات المتوقع اتباعها بالسياسات التي تتبع عادة عند حدوث أزمات اقتصادية مع الأخذ في الاعتبار طبيعة اختلاف هذه الأزمة عن مثيلاتها السابقة، سواء من حيث الأسباب أو النطاق أو العمق، أو طول الفترة الزمنية، وتعرضت المقالة إلى ما تم اتباعه من سياسات وإجراءات لتقليل الأثر السلبي لهذا الفيروس على الاقتصاديات وآليات انتقال من خلال التأثير على القطاعات الاقتصادية المختلفة، وتقييم فاعلية هذه السياسات والإجراءات حتى الآن. كما تناولت المقالة السياسات والإجراءات المتوقع أن تتبعها الدول العربية في فترة ما بعد كورونا في الأجلين المتوسط والطويل للنهوض باقتصاديات الدول العربية ومعالجة الآثار الاجتماعية التي سببتها الأزمة. ورصدت المقالة الطبيعة الخاصة لهذه الأزمة، وارتفاع درجة عدم التيقن بخصوصها. وقارنت المقالة بين هذه الصدمة والصدمات السابقة التي تعرض لها العالم والدول العربية، وخلصت الدراسة إلى أن الدول العربية اتبعت سياسات وإجراءات سليمة حتى الآن، إلا أنه من المستحيل تقييم كفاءتها ومدى كفايتها لامتداد الأزمة وتعمقها، كما أوصت المقالة بضرورة مراعاة أوجه النقص فيما تم اتباعه من سياسات، وعدم ربط المساعدات للهيئات الاقتصادية بعدم تسريح العمالة، وضرورة مراعاة التوازنات في الاقتصاد الكلي بسبب النقص المتوقع في الموارد المالية، وأوصت المقالة أيضاً بوجوب أن تعطى الدول العربية أولوية أكبر للأمن الصحي نتيجة لعدم كفاءة الأنظمة المتبعة وضرورة الأخذ في الاعتبار التغيرات الجيوسياسية المتوقع حدوثها على مستوى العالم والاستعداد لها اقتصادياً وتجارياً.

This article aims to discuss the effects of the novel Coronavirus on the economies of Arab countries, while focusing on the efficiency of the measures that have been adopted so far to contain the economic effects of the pandemic. Due to the new and specific nature of this crisis, the article depended on a comparison between the measures that can be adopted to handle this crisis and the measures usually adopted to face different economic crises, while taking into account the differences between this crisis and others in terms of causes, scope, depth, and length of time. The article discussed policies and measures adopted so far to lessen the negative impact of this virus on Arab economies, and the channels through which this virus has affected the different economic sectors. It also evaluated the efficiency of such policies and measures. The article looked into the policies and measures expected to be pursued by Arab countries after the end of this virus in the medium and long term to boost Arab economies and deal with the social impacts caused by the crisis. The article looked at the specific nature of this crisis and the rising level of uncertainty surrounding it. It also compared between the Corona shock and the previous shocks that affected the world economy in general and Arab economies in specific. The study concluded that Arab countries have adopted sound policies and measures so far, yet it is impossible to evaluate the efficiency and sufficiency of such measures in light of the ongoing and deepening effects of the virus. The article recommended that it is necessary to consider the deficient aspects of the policies that have been followed and necessary not to link governmental support provided to economic enterprises with not laying off workers. The recommendations also include the necessity of paying attention to macroeconomic balances due to an expected lack of financial resources. The article also recommended that Arab governments should give more priority to health security due to the inefficiency of the existing systems, as well as monitoring the geopolitical changes expected to happen in the world and dealing with them from an economic and trade point of view.
