المستخلص: The signing by 162 states of the Global Compact for Safe, Orderly and Regular Migration on September 10, 2018 was the result of broad consultation and compromise between various governmental and nongovernmental actors. This pact, reaffirming the centrality of States in the management of migratory flows, was however condemned by defenders of the rights of migrants. We will present the arguments in favor of the adoption of this pact and the reservations of certain civil society organizations. In addition, since Tunisia was one of the signatory states of the “Marrakesh Pact”, we will also analyze the imperatives of a migration policy respectful of rights, in a Tunisian context subject to internal and external constraints.

La signature par 162 États du « pacte mondial pour une migration sûre, ordonnée et régulière »s, le 10 septembre 2018, a été le fruit d’une large consultation et d’un compromis de divers acteurs gouvernementaux et non gouvernementaux. Ce pacte réaffirmant la centralité des États dans la gestion des flux migratoires a été toutefois condamné par des défenseurs des droits des migrants. Nous présenterons les arguments en faveur de l’adoption de ce pacte et les réserves de certaines Organisations de la Société Civile. En outre, puisque la Tunisie a fait partie des États signataires du « pacte de Marrakech », nous analyserons également les impératifs d’une politique migratoire respectueuse des droits, dans un contexte tunisiens soumis à des contraintes internes et externes.
