المستخلص: تسلط الدراسة الضوء على حقبة من العمل الوطني الفلسطيني داخل إطار منظمة التحرير الفلسطينية منذ انتهاء حرب تشرين أول/أكتوبر 1973م، حتى اندلاع الانتفاضة الفلسطينية عام 1987؛ فرغم النشاط الفدائي الذي تميزت به منظمة التحرير الفلسطينية والفصائل المنضوية تحت إطارها، ورغم الانتصارات السياسية والعسكرية للمنظمة، والانجازات التي حققتها في مختلف الساحات (الفلسطينية والعربية والدولية) وتنامي التأييد العالمي لها؛ فإن تلك الفترة تكشف عن إشكالية في العلاقة بين فصائل منظمة التحرير وعن خلافات داخلية حادة أعاقت من قدرة المنظمة على تنفيذ استراتيجياتها وبرامجها السياسية؛ لينعكس ذلك لاحقا على مستقبل المشروع الوطني الفلسطيني وعلى الحركة الوطنية ومسيرتها بشكل عام. تناولت الدراسة ملامح الأزمة التي عصفت بالحركة الوطنية وقرارها المستقل عقب حرب تشرين أول/ أكتوبر 1973، وما تلاها من تحولات سياسية طرأت على الساحتين العربية والفلسطينية، وتداعياتها على المشروع الوطني الفلسطيني ووحدة منظمة التحرير الفلسطينية. كما تناولت الدراسة الحرب الأهلية في لبنان عام 1976 م، وأثرها على البرنامج السياسي للمنظمة ووحدة القرار الفلسطيني داخل إطار منظمة التحرير. وأظهرت الدراسة التطورات السياسية التي أعقبت التوقيع على معاهدة كامب ديفيد بين مصر وإسرائيل عام 1979 م، ثم الغزو الإسرائيلي على لبنان، وخروج المقاومة الفلسطينية الساحة اللبنانية، ونتائج تلك الأحداث على النظام السياسي الفلسطيني، وما تلاها من تشكيل تحالفات فلسطينية جديدة. كما بينت الدراسة المواقف الفلسطينية من الخيارات السياسية المطروحة أنداك- وكيفية التعامل معها، وما نتج عنها من انقسام وخلافات داخل أطر المنظمة؛ والتي لم تنته إلا بعد عقد الدورة الثامنة عشرة للمجلس الوطني الفلسطيني عام 1987، ثم اندلاع الانتفاضة الفلسطينية في العام نفسه؛ والتي فتحت الباب واسعا أمام اتخاذ قرارات مصيرية كان أهمها قرار إعلان الاستقلال في 15 تشرين ثان/ نوفمبر 1988 م، لتبدأ مرحلة جديدة على صعيد المشروع الوطني الفلسطيني.

The study sheds light on the crisis of Palestinian national movement within the framework of the Palestine Liberation Organization since the end of the October 1973 war until the outbreak of the Palestinian Intifada in 1987, despite of the guerrilla activity that the Palestinian Liberation Organization was characterized by and the factions under its framework, and the political and the military victories of the organization, and the achievements that achieved in various arenas (Palestinian, Arab and international) and the growing of the global support for it; this period reveals a problem in the relationship among the PLO factions and sharp internal disputes that hindered the organization's ability to implement their strategies and political programs; to be reflected later on the future of the Palestinian national project and the National Movement and its career in general. The study examined the features of the crisis that beset the national movement and its independent decision after the October 1973 war, and the subsequent political shifts in the Arab and Palestinian arenas, and their repercussions on the Palestinian national project and the unity of the PLO. The study showed the impact of the political developments that followed the signing of the Camp David treaty between Egypt and Israel in 1979, the Israeli invasion of Lebanon and the exit of the Palestinian resistance from the Lebanese arena on the Palestinian political system, and the subsequent formation of new Palestinian alliances. The study also showed the Palestinian positions on the political presented options at that time and how to deal with them, and the resulting division and disagreements within the frameworks of the organization, , which did not end until the eighteenth session of the Palestinian National Council 1987 ,then the Palestinian Uprising (The First Intifada) in the same year. That opened the door to crucial decisions, the most important of which was the Declaration of Independence on 15 November 1988. That marked a new phase in the Palestinian national project.
