المستخلص: تكتسي جرائم المخدرات خطورة كبيرة بحيث تقف حاجزا أمام تحقيق أهداف الدولة على المستوى الاجتماعي والاقتصادي، مما جعل من الأهمية دراسة دور إدارة الجمارك في مكافحة المخدرات باعتبار أن إدارة الجمارك هي من أكثر المؤسسات معرفة بحجم الظاهرة وخطورتها. وتعتبر إدارة الجمارك من أحد أهم أجهزة الدولة التي تسعى لتحقيق السياسات الاقتصادية والمالية والأمنية، وذلك بحكم موقعها وباعتبارها الجهة المكلفة التي تتولى التصدي ومحاربة مختلف الجرائم الجمركية، وباعتبارها الجهة المكلفة بالإشراف على حركة دخول وخروج البضائع ووسائل النقل ومراقبتها من خلال التأكد من أن دخول جميع السلع ووسائل النقل إلى الدولة أو خروجهم منها قد ثم وفق الشكل القانوني المحدد، ولقد سعى المشرع الجمركي إلى تحديث وتقوية ترسانته القانونية في الميدان الجمركي قصد حماية الاقتصاد الوطني من الجرائم المتعلقة بالإتجار في المخدرات وحماية المجتمع من المخاطر التي تهدد الصحة والأمن العام.

Les délits liés à la drogue sont si dangereux qu'ils constituent un obstacle à la réalisation des objectifs de l'État au niveau social et économique, ce qui a rendu important l'étude du rôle de l'administration des douanes dans la lutte contre la drogue, étant donné que l'administration des douanes est l'une des institutions les plus familiarisées avec l'ampleur et la gravité du phénomène. Il cherche à mettre en œuvre des politiques économiques, financières et de sécurité, en raison de sa situation géographique et en tant qu'organisme chargé de traiter et de lutter contre les diverses infractions douanières, et en tant qu'autorité chargée de superviser et de contrôler les mouvements d'entrée et de sortie des marchandises et des moyens de transport en veillant à ce que l'entrée et la sortie de toutes les marchandises et moyens de transport à destination ou en provenance du pays soient alors Selon la forme juridique spécifiée.

Drug offenses are so serious that they stand as a barrier to achieving the social and economic objectives of the State. This made it important to examine the role of the Customs Administration in combating drugs since the Customs Department is one of the institutions most familiar with the magnitude and seriousness of the phenomenon. The Customs Department is one of the most important organs of the State that seeks to achieve economic, financial and security policies, by virtue of its position and as the responsible body to deal with and combat various customs offenses and as the body in charge of supervising and monitoring the movement of entry and exit of goods and transportation by ensuring that the entry into or exit of all goods and means of transport to the State has been in accordance with the specified legal form. The customs legislator has sought to modernize and strengthen its legal arsenal in the customs field to protect the national economy from crimes related to drug trafficking and protecting society from threats to health and public security.
