المستخلص: مع نهاية عام ١٩٣٨ وبروز التحالف بين إيطاليا وألمانيا واستصدار قوانين عنصرية كلها أحداث أثارت قلق الفاتيكان والبابوية ولذلك كان موقف البابا بيوس الحادي عشر مناهض لتلك القوانين. وبمجيئ البابا بيوس الثاني عشر عام ١٩٣٩ والذي أعلن في أكثر من خطاب حياد دولة الفاتيكان وأراد تجنيب أوربا خطر الحرب، لذا فقد أتبع سياسة عدم إدانة الأفعال النازية والفاشية ظنا منه أن تلك السياسة ستؤدي الى التقارب والتفاهم مع كل من الفاشية والنازية ونظر إلى مسألة أكبر وهي محاولة إقناع الدول الأوربية باتجاه السلام والابتعاد عن الحرب.

By the end of 1938, when Racial Laws were passed in Italy, Pope Pius XI and Mussolini went through a long confrontation on the racial problem: for the Duce of Fascism, anything related to racial policies fell within the competence of the Italian government and had nothing to do with religion, hence the Vatican had no authority to intervene; conversely, for the Pope, racism was a dangerous heresy and, as such, had to be condemned by the Catholic Church. This confrontation was harsh and would continue until the death of Pius XI in February 1939. Pius XII was a pope of peace. He has given those around him to understand that he sees no reason to interfere in historic processes in which, from the political point of view, the Church is not interested. With Europe on the verge of war, Pius XII delivered his Easter message. He briefly mentioned the breaking of peace treaties, but stressed world peace. Many felt he should have condemned the treaty violations. These people did not want gentle reproofs; they wanted open verbal assaults. The strength and determination of the Pacelli of the past had disappeared with his papal election.
