الحمد لله رب العالمين، والصلاة والسلام على نبينا محمد وعلى آله وصحبه أجمعين، وبعد. إن العلاقة بين الحسبة والقيم الحضارية في الإسلام تقوم على تكريم الإنسان، واحترام عقله، وتبنى على التحلي بمكارم الأخلاق، وترك الرذائل، وتؤكد منهجية الإسلام في تعزيز السلوك وتحقيق الغاية من العبادات. والأمر بالمعروف والنهي عن المنكر، هو دعوة إلى تفاعل قيم الإسلام الحضارية للتطبيق، وتحويل الشعور الإيماني إلى حركة سلوكية واقعية، كما أن الالتزام القيمي والأخلاقي ضرورة شرعية، وضرورة إنسانية منسجمة مع المنهج الإلهي في الحياة، ليكون التطابق بين الاعتقاد والسلوك. ويهدف هذا البحث إلى تأكيد دور الحسبة في تعزيز القيم الحضارية في الإسلام التي تسهم في تحصيل المصالح وتكميلها، وتعطيل المفاسد وتقليلها، بما يحقق حراسة واعية لقيم المجتمع ونظمه وآدابه وأخلاقه، ويسهم في الحد من مفسدات ومنكرات تنال من قيمته وهيبته وتماسكه، لتحقيق أمن المجتمع وتماسكه ورقيه وتقدمه ونهوضه، ونشر ثقافة مجتمعية واعية تسهم في بناء الأمم والحضارات. وجاء البحث في مقدمة خمسة مباحث، تناول في مقدمته أهمية القيم والاحتساب في الإسلام والعلاقات الارتباطية بينهما، ثم يؤكد على دور الحسبة في الحضارة الإسلامية وأثرها في بناء المجتمعات وتماسكها ورقيها، مستعرضا دور الحسبة في تعزيز القيم الحضارية، مع بيان علاقة الحسبة بالأنظمة الإدارية في تعزيز القيم الحضارية، وموضحا مخاطر ترك الحسبة على القيم الحضارية في المجتمع، وخاتمة تبين أبرز الاستنتاجات والتوصيات.
Praise be to Allah, Lord of the worlds, and prayers and peace be upon our Prophet Muhammad, and all his companions. The relationship between Hisbah and civilized values in Islam is based on honoring human, respecting his mind; and is built on showing good morals, leaving vices. It emphasizes Islam's methodology in enhancing good behavior and achieving the purpose of worship. The virtue promotion and vice prevention is a call for the application of the civilized Islamic values, and converting faith feeling into a realistic behavior. It is also known that the moral and ethical commitment is a legal and human necessity, consistent with the divine approach in life, so that there is coincidence between belief and behavior. This research aims to emphasize the role of Hisbah in promoting the civilized values in Islam which contribute to achieving and complementing interests, and preventing and reducing corruption, in order to achieve a conscious guarding of the values of society, its systems, and morals. It shows also the contribution of Hisbah in limiting corruption that undermine community values, its respect and cohesion, in order to achieve security of the community and its cohesion, progress and advancement, and dissemination of conscious community culture that contributes to building nations and civilizations. The research is organized in an introduction, five chapters and conclusion. The introduction discusses the importance of values and Hisbah in Islam and the interrelationships between them. In the next chapters, emphasizing the role of Hisbah in Islamic civilization and its impact on building societies and their coherence and evolution is discussed, presenting the role of Hisbah in promoting civilized values, showing the relationship of Hisbah and administrative systems in promoting civilized values, and explaining the risks of leaving the Hisbah on civilized values in society. The conclusion part shows the most prominent conclusions and recommendations.
