لم يعد للمغرب من الخيارات والبدائل ما يقوم به مخاطر استهداف أمنه القومي وجسامة المؤامرة التي تحاك ضد وحدته ووجوده إن هو انكفأ على حدوده القطرية سوى فرض توجهه نحو الحضن العربي، بأن يستجلب معاني مدركات التعاون والوحدة العربيين بين أبناء الإقليم الواحد؛ فوحدة المصير التي تؤرق جل الدول العربية وبخاصة المغرب ودول الخليج، يجب أن تدفعهم- جميعا- دفعا إلى: أولا، للتأسيس لثقافة جديدة جريئة فيها من المصارحة والمكاشفة ما يلزم الجميع بالالتزام بما يفرضه الدفاع المشترك عن المصير المشترك؛ وثانيا: استيعاب أهمية المنطقة العربية برمتها لدرجة مما جعلها جزءا لا يتجزأ من الأمن القومي لمجموعة من الدول العظمى كالولايات المتحدة وروسيا، ناهيك عن الأدوار التنافسية التي تلعبها المنطقة بين القوى الصاعدة التي تجعل من المنطقة العربية محط أطماعها ومدخلا أساسيا للحفاظ على أمنها القومي كالتنافس بين تركيا وإيران أو كالأدوار التي تحاول دولة إثيوبيا الصغيرة لعبها في المنطقة من خلال ما يعرف -بالدفع من الخلف؛ بينما تملك المنطقة العربية من المقومات المادية والمعنوية ما يمكنها من الدفاع عن أمنها القومي دفاعا مستحضرا لوحدة التشكل المجتمعي العربي من جهة، ولضرورة التخطيط المسبق والاستراتيجي لهذا الدفاع المشترك من جهة أخرى. إن الوحدة المقصودة بين شعوب المنطقة موجودة متأصلة في عمق شعوبها وفي بنية مؤسساتها التقليدية التي تحتاج وحسب لإعادة وإطالة النظر في مدركات التعاون عند الشعوب العربية بالعمل على تجديدها وإحيائها.
