المستخلص: سجلت أفريقيا معدلات نمو سريعة الوتيرة خلال العقد الأخير، وعلى الرغم من الأثر السلبي للأزمة العالمية يظل أداء اقتصادات القارة الأفريقية هو الأعلى عالمياً. ورغم ذلك فإن الأداء الاقتصادي للبلدان الأفريقية ظل حتى الوقت الراهن شديد التأثر بالصدمات الخارجية من جانب، كما أنه لم ينعكس بصورة واضحة على فرص العمل وتحسين مستويات المعيشة، وتخفيض معدلات الفقر في أفريقيا من جانب آخر، وهوما يشكك في استمرارية النمط السائد للنمو في أفريقيا دون تغيير هيكلي حقيقي في اقتصاداتها يمكنها من تحمل الصدمات الخارجية، ويرفع كفاءة مواردها الطبيعية والبشرية، بالتحول نحو الصناعة وهياكل الإنتاج والتصدير الأكثر تنوعاً وتطوراً، حيث يساعد التصنيع البلدان الأفريقية على تحقيق معدلات نمو مرتفعة من خلال تنويع هياكل الإنتاج، والحد من التعرض للصدمات الخارجية، والمساهمة في القضاء على الفقر من خلال خلق الوظائف ذات الإنتاجية المرتفعة، وهوما يمكن القارة من المساهمة بشكل أكثر كفاءة في سلاسل القيمة العالمية.
ولعل قرار الجمعية العامة للأمم المتحدة والذي أعلن الفترة من 2016 وحتى 2025 عقد التنمية الصناعية الثالث في أفريقيا، وكذلك ما ذهبت إليه أجندة الاتحاد الأفريقي 2063 ضمن ما ذهبت نحو قارة مزدهرة مصنعه ومنتجه، هو تجسيد لضرورة المضي قدماً نحو هذا التحول من أجل تحقيق النمو الشامل والتنمية المستدامة. تناقش هذه الورقة ذلك من خلال أربعة أقسام، حيث تعرض الورقة لتجربة أفريقيا في مجال التصنيع والتحول الهيكلي، ومن ثم تناقش اتجاهات التصنيع والصناعة في قارة أفريقيا، ويعرض الجزء الثالث دور التصنيع في دفع عجلة التنمية في أفريقيا، وتنتهي الدراسة بتحليل إمكانات القارة للتحول للتصنيع باستخدام مصفوفة التحليل الرباعي SWOT Analysis، بدراسة نقاط القوة ونقاط الضعف وكذلك الفرص والتحديات التي تواجه قطاع الصناعة في أفريقيا وضعت الورقة تصوراً يمكن للدول الأفريقية إتباعه في وضع استراتيجيات وسياسات للتعجيل بالتصنيع قائمة على الأولويات المتصلة بالقطاعات، والموارد، والتحديات التي تواجهها كل بلد وظروفه وقدراته الوطنية.


Africa has recorded rapid growth rates during the last decade. Despite the negative impact of the global crisis, the performance of the African continent's economies remains the highest in the world. Nevertheless, the economic performance of African countries has remained, until the present time, highly affected by external shocks on the one hand. It has not been clearly reflected in job opportunities, improving living standards, and reducing poverty rates in Africa, on the other hand, which calls into question the continuity of the prevailing pattern of growth in Africa without real structural change in their economies that enables them to withstand external shocks, and raises the efficiency of their natural and human resources, by shifting towards industry and more diversified and developed production and export structures, as industrialization helps African countries achieve high growth rates through diversifying production structures, reducing exposure to external shocks, and contributing to eradicating poverty by creating high-productivity jobs, which would enable the continent to contribute more efficiently to global value chains.
Perhaps the decision of the United Nations General Assembly, which declared the period from 2016 to 2025 the Third Industrial Development Decade in Africa, as well as what the African Union's Agenda 2063 went to within what went towards a prosperous continent with its factory and its product, is an embodiment of the need to move forward towards this transformation in order to achieve comprehensive growth and sustainable development. This paper discusses this through four sections. The paper presents Africa's experience in the field of industrialization and structural transformation and then discusses the trends of industrialization and industry in the continent of Africa. The third part presents the role of industrialization in advancing development in Africa. The study ends with an analysis of the continent's potential for industrialization by using the SWOT Analysis Matrix, studying the strengths and weaknesses and the opportunities and challenges facing the industrial sector in Africa. The paper developed a vision that African countries can follow in developing strategies and policies to accelerate industrialization based on the priorities related to sectors, resources, and the challenges faced by each country, its conditions, and national capabilities.
