المستخلص: هدف البحث إلى تسليط الضوء على مفهوم جودة الصحة النفسية بوجه عام، وعلاقته بالشباب الجامعي ذوى الإعاقة بوجه خاص، ثم تناول الاتجاهات العالمية المعاصرة في بعض الجامعات الأمريكية فيما يتعلق ببرامج خدمة ورعاية الشباب الجامعي ذوى الإعاقة، ورصد هذه الخبرات المختلفة، إضافة إلى تحليل الأدبيات البحثية العربية والأجنبية ذات الصلة بما يؤكد أهمية تطوير برامج وخدمات ذوي الإعاقة في بلادنا، لتحقيق لجودة الصحة النفسية لدى الشباب ذوى الإعاقة من خلال تحقيق درجة متقدمة من تحسين سبل العيش والإتاحة للخدمات والرعاية بكافة جوانبها فضلا عن برامج تأهيلهم وتدريبهم اجتماعيا، بما يمكنهم من أن يصبحوا أعضاء فاعلين بالمجتمع ويساهمون في بناء وطنهم ويعزز ارتباطهم به، بعيدا عن مشاعر النبذ وانتقاص الحقوق وتتبع الدراسة المنهج الإثنوغرافى الوصفى التفسيري لرصد واقع الجهود المبذولة تجاه الشباب الجامعي ذوى الإعاقة، وعرض نماذج من التجارب الجامعية بالولايات المتحدة الأمريكية لتحليل برامجها نحو خدمة ورعاية شبابها من ذوى الإعاقة. كما هو معمول به في الدراسات النوعية. باستخدام بعض أدوات جمع البيانات كالملاحظة المباشرة، وعرض وتحليل عينة من التجارب الجامعية العالمية. للوقوف على طبيعة الخدمات والرعاية المقدمة بكافة جوانبها للشباب الجامعي ذوى الإعاقة، وبما يسهم في تنمية مشاعر الرضا عن حياتهم. سعيا لتحقيق جودة الصحة النفسية، وأسفرت النتائج عن قصور شديد في خدمات رعاية وتأهيل الشباب الجامعي ذوى الإعاقة، مما دعا الباحثة لطرح مقترح لإنشاء برنامج قومي لخدمة ورعاية وتأهيل الشباب الجامعي ذوى الإعاقة بما يتلائم مع المستحدثات التشريعية والاجتماعية والتكنولوجية المرتبطة بهذه الفئة.

The research aimed to shed light on the concept of mental health quality in general, and its relationship with university youth with disabilities in particular. Then he addressed contemporary global trends in some American universities with regard to programs for the service and care of university youth with disabilities, and monitoring these different experiences, in addition to analyzing the _ relevant Arab and foreign research literature to confirm the importance of developing programs and services for people with disabilities in our country, to achieve quality mental health in Youth with disabilities through achieving an advanced degree of improving the livelihoods and availability of services and care in all its aspects as well as social rehabilitation and training programs, so that they can become active members of society and contribute to building their country and enhance their association with it, away from Feelings of ostracism and derogation from rights. The study follows the descriptive, ethnographic, and interpretative approach to monitor the reality of the efforts made towards university youth with disabilities, and displays samples of university experiences in the United States of America to analyze their programs towards serving and caring for their youth with disabilities. As is the case in qualitative studies. Using some data collection tools such as direct observation, presentation and analysis of a sample of international university experiences. To find out the nature of services and care provided in all its aspects for university youth with disabilities, and to contribute to developing feelings of satisfaction with their lives. In pursuit of quality mental health. The results resulted in a severe deficiency in the services of care and rehabilitation of university youth with disabilities, which called the researcher to put forward a proposal to establish a national program to serve, care and rehabilitate university youth with disabilities in line with the legislative, social and technological developments related to this category.
