تطور "مفهوم المجتمع المدني" من: كونه ملاصقا للدولة إلى التمايز عنها، ومن دوره في تحقيق الديمقراطية إلى دوره في المساعدة في تلبية احتياجات أفراد المجتمع، خاصة في القضاء على الفقر، والقضاء على الجوع، وضمان التعليم الجيد. استهدف البحث، تحليل دور "مؤسسة مصر الخير" في تحقيق الهدف الأول، والثاني، والرابع، من أهداف التنمية المستدامة 2030، من خلال التعرف على طبيعة دور العاملين في "المؤسسة"، وبحث دور "داعمي الخدمة المقدمة" للمستفيدين من المؤسسة، في تحقيق أهداف التنمية المستدامة، ورأي المستفيدين من خدمات "المؤسسة". تبنى البحث الموجهات التنظيرية: التي تؤكد على أدوار "مؤسسات المجتمع المدني" في "التنمية المستدامة": "كشراكات للرفاهية"، انطلاقا من أدوارها الاقتصادية، والاجتماعية، السياسية، والتواصلية. استخدم البحث المناهج والأدوات التالية: المنهج الوصفي – "دراسة الحالة"- (الأساليب والأدوات الكيفية) لجمع البيانات: (المقابلة الشخصية – الاستعانة بالإخباريين – الجماعات البؤرية Focus Groups- الملاحظة المباشرة)، وثلاثة أدلة مقابلة: (دليل مقابلة "1": للقيادات والعاملين بمؤسسة مصر الخير – دليل مقابلة "2": يطبق على بعض المستفيدين من خدمات مؤسسة مصر الخير – دليل مقابلة "3": ويطبق على "داعمي الخدمة المقدمة للمستفيدين"). تم إجراء البحث على (59) مشاركا في البحث، في ثلاث قرى: قرية (طحا بوش)، مركز (ناصر) – محافظة بني سويف، وقريتي: إسطال ودفش مركز سمالوط، محافظة المنيا، في الفترة من مايو 2019 – يونية 2020م. من استخلاصات البحث: تقوم "مؤسسات المجتمع المدني بأدوار اقتصادية واجتماعية وسياسية وتواصلية، تلبي احتياجات أفراد المجتمع، خاصة في المناطق الأكثر فقرا – تساهم تلبية احتياجات أفراد المجتمع، في المجتمعات الفقيرة، في دعم شعورهم بالتآزر والمساندة، مما يرسخ المواطنة، والانتماء – تدعم مشروعات إدرار الدخل، القضاء على الفقر والجوع – جزئيا- في المجتمعات الأشد فقرا – تساعد المنح التي تقدمها "مؤسسات المجتمع المدني" في دعم تعليم الأطفال في المناطق الأكثر فقرا – مرحليا- تدعم "مؤسسات المجتمع المدني، ضمان التعليم الجيد، من خلال بناء، وتطوير المنشآت التعليمية، وتوفير مستلزمات العملية التعليمية، مثل : الزي المدرسي، والحقائب، والأحذية، والأدوات المدرسية، مما يشجع الطلاب على التعليم، ويشعر الطلاب بالمساواة في المجتمع وعدم الحرج من فقر مظهره – قياسا على زملائه، وهو ما يدعم التعليم، خاصة إذا اقترن بمنح تدريبية أو تعليمية داخليا أو خارجيا. من توصيات البحث: ضرورة الإعلان عن النماذج الناجحة من مؤسسات المجتمع المدني، لتقديم النموذج والقدرة للمؤسسات الأخرى – التشبيك بين مؤسسات المجتمع المدني، مما يحقق التكامل الجغرافي- وتكامل الخدمات – وتبادل الخبرات.. إلخ- تقديم مؤسسات المجتمع المدني، مزيد من الخدمات والأنشطة التعليمية؛ لأن التعليم أساس تنمية الفرد والمجتمع- ضرورة قيام مؤسسات المجتمع المدني، بدور تثقيفي – توعوي في النواحي الصحية، والثقافية والاجتماعية، والاقتصادية.. إلخ- وضع خطة (زمنية– مكانية) للتطوير والتنمية، بالتنسيق بين مؤسسات المجتمع المدني بعضها البعض، "في صورة شراكات"، لضمان تحقيق أهداف التنمية المستدامة، وعدم استنزاف خدمات المؤسسات في أنشطة غير تنموية.
The "concept of civil society" has evolved from being adjacent to the state to its uniqueness, and from its role in achieving democracy to a course in helping to meet the needs of members of society, especially in eradicating poverty, eliminating hunger, and ensuring quality education. The research aimed to analyze the role of The Masr Elkhair Foundation in achieving the first, second and fourth goals of sustainable development 2030, by identifying the role of the employees of the Foundation, and examining the role of "service supporters provided" to the beneficiaries of the Foundation, in achieving the sustainable development goals, and the opinion of the beneficiaries of Foundations services The research adopted the theoretic analogy guidelines, which emphasize the roles of civil society institutions in "sustainable development": "as partnerships for well-being", based on their economic, social, political and communicative roles The research used the following approaches and tools: descriptive approach - "case study" - (methods and qualitative tools) to collect data: (interview - use of newsmen - Focus Groups - Direct Observation), and three Interviews guides: (Interview Guide "1": Experts and Employees of Misr al khair Foundation- Interview Guide "2": Applied to some beneficiaries of Misr Al Khair's services - Interview Guide "3": Applied to "Supporting Service Providers"). The research was conducted on (59) participants in the research, in three villages: The village of Taha Bush,- Beni Suef governorate, and the villages of Estal and Dafsh, Minya governorate, from May 2019 - June 2020. From research findings: "Civil society institutions play economic, social, political and communicative roles that meet the needs of members of society, especially in poorer areas - meeting the needs of community members, in poor communities, supporting their sense of synergy and support, thereby entrenching citizenship and belonging - supporting income generation projects. In part, in the poorest communities, the grants provided by civil society institutions help support the education of children in poorer- and phased areas, supporting civil society institutions, ensuring quality education, by building, developing educational facilities, and providing Educational requirements, such as school uniforms, bags, shoes, bags and school supplies, encourage students to teach, and students feel equal in society and not embarrassed by the poor appearance of their colleagues, which supports education, especially if accompanied by training, education, internal or external grants. Research recommendations include the need to announce successful models from civil society organizations, to provide a model and role models for other institutions - networking between civil society institutions, achieving geographical integration, service integration and sharing of experiences. Providing civil society institutions, more educational services and activities, because education is the foundation of the development of the individual and society - the need for civil society institutions to play an educational-awareness role, in health, cultural, social and economic aspects. Develop a (temporal- spatial) development plan, in coordination between civil society institutions, "in the form of partnerships", to ensure the achievement of the Sustainable Development Goals and not to drain the services of institutions in non-development activities.
