المستخلص: أفضل استثمار في مصر هو الاستثمار في أطفالها، لأنهم أكبر عدد من السكان بين مواطني مصر، ورفاههم ورفاههم يحددون إلى حد كبير التقدم المستقبلي والرفاهية للدولة، حيث أنهم يحددون المستقبل وطريقه إلى الازدهار. يؤدي عدم الاستثمار في الأطفال إلى ضياع فرص لا يمكن استعادتها لاحقا. أطفال اليوم الفقراء هم آباء الغد الفقراء. وهذا من شأنه أن يوسع الفقر من جيل إلى آخر، مما يؤدي إلى تباطؤ في معدلات التنمية في الدولة. في الواقع، تتخلف مصر عن البلدان ذات الدخل المتوسط – أبعد بكثير من ذكر الاقتصادات الناشئة – في تعزيز المستويات الأساسية للصحة والتغذية والتعليم لمعظم الفئات الضعيفة والأطفال والشباب. يمكن تحسين هذا الواقع وتغييره فقط من خلال اعتماد حزمة قوية من التدخلات السياسية، لا سيما السياسات الاقتصادية الواقعية والموضوعية والناجحة.} عدل { على الرغم من تحقيق بعض النتائج الإيجابية في السياسات الاقتصادية المصرية لمعالجة انخفاض الاستثمار الخاص وتراجع الصادرات، إلا أن هذا التأثير الإيجابي لم يعد يفيد جميع مستويات المجتمع، وتعثرت نسبة كبيرة من الشركات الصغيرة، وبالتالي تم تخفيض مستوى المعيشة للعديد من المواطنين. على الرغم من التقدم الكبير الذي تم إحرازه في العديد من المجالات، بما في ذلك الإصلاحات التشريعية والاقتصادية، فإن ملايين الأطفال المصريين ما زالوا يعيشون في فقر اليوم ويواجهون احتمال عمليات النقل المستقبلية لهذا الحرمان لأطفالهم في مواجهة هذا الوضع المتناقض والمتأرجح بين الحديث عن سياسات الإصلاح الاقتصادي في مصر على مستوى الخطاب الرسمي للدولة، والذي يحمل درجة عالية من التفاؤل والتأكيدات المستمرة للمواطنين، والواقع المعيشي المنخفض للأسر المصرية، خاصة الفقراء في المحافظات الحدودية والمناطق النائية، والتي من المتوقع أن يكون لها تأثير سلبي على وضع الأطفال في هذه المحافظات، والسؤال الأكثر أهمية هو: ما هي آثار سياسات الإصلاح الاقتصادي في مصر على جودة حياة الأطفال؟ في المحافظات الحدودية؟ تنشأ بعض الأسئلة الفرعية من هذا السؤال: - ما هو موقع المحافظات الحدودية على خريطة التفاوتات التنموية المصرية؟ - ما هي مؤشرات جودة الحياة لسكان المناطق الحدودية؟ - ما هي انعكاسات سياسات الإصلاح الاقتصادي على سكان محافظات الحدود بشكل عام والأطفال بشكل خاص؟ - ما هي آليات تحقيق نوعية الحياة لأبناء هذه المحافظات؟ تشير نتائج الدراسة إلى انخفاض مؤشرات جودة الحياة في معظم المحافظات الحدودية، مما يؤثر سلبا على حياة الأطفال، وخاصة في مجالات التعليم والصحة والثقافة والترفيه. بالإضافة إلى ذلك، فإن سياسات مكافحة الفقر في مصر، وخاصة فقر الأطفال، غير فعالة لأنها لا تصل فقط إلى الفئات المستهدفة ولكن أيضا إلى الأشخاص الذين لا يستحقونها. كما يظهر معدل الفقر في المقاطعات الحدودية من عام لآخر، وهو ما يحبط محاولات تحسين نوعية حياة سكان هذه المقاطعات، وخاصة الأطفال. ويلاحظ أيضا أنه على الرغم من أن استراتيجية التنمية المستدامة لعام 2030 في مصر قد تبنت مفهوم التنمية المستدامة كإطار عام يهدف إلى تحسين نوعية الحياة الآن وفي المستقبل من خلال التركيز على الأبعاد الثلاثة: الاقتصادية والاجتماعية والبيئية، وإقراره صراحة في المحور الخامس بالبعد الاجتماعي للعدالة الاجتماعية من خلال توفير آليات للحماية من مخاطر الحياة، ودعم الشرائح المهمشة في المجتمع، وحماية رفاه أكثر الفئات حرمانا، وتهتم بشكل مباشر بكيفية تحقيق ذلك في المحافظات الحدودية بشكل عام وأطفال هذه المناطق بشكل خاص من أجل تحسين نوعية حياتهم.

The best investment in Egypt is to invest in its children, because they are the largest population among Egypt's citizens, and their welfare and well-being largely determine the future progress and well-being of the state, as they determine Egypt's future and its path to prosperity. Failure to invest in children leads to miss opportunities that cannot be retrieved later. Today's poor children are the poor fathers of tomorrow. This would extend poverty from one generation to another, leading to a slowdown in the state's development rates. In fact, Egypt lags behind middle-income countries — far beyond the mention of emerging economies — in promoting basic levels of health, nutrition, and education for most of the most vulnerable groups, children and young people. This reality can be improved and changed only by adopting a strong package of policy interventions, particularly realistic, objective and successful economic policies. Although some positive results have been achieved in Egypt's economic policies to address the decline in private investment and declining exports, this positive impact has no longer benefited all levels of society, and a large proportion of small enterprises have faltered, and the standard of living for many citizens has consequently been reduced. Despite the significant progress in many areas, including legislative and economic reforms, millions of Egyptian children are still living in poverty today and face the prospect of future transfers of this deprivation to their children. In the face of this contradictory and swinging situation between talking about Egypt's economic reform policies at the level of the official state discourse, which carries high optimism and constant reassurances to citizens, and the low living reality of Egyptian families, especially the poor in the border provinces and remote areas, which is expected to have a negative impact on the situation of children in these governorates, the most important question is: What are the implications of Egypt's economic reform policies on children’s quality of life in the border provinces? Some sub-questions arise from this question: 1- What is the location of the border governorates on the map of Egypt's development disparities? 2- What are the quality of life indicators for the inhabitants of the border areas? 3- What are the implications of economic reform policies for the population of the border governorates in general and children in particular? 4- What are the mechanisms for achieving the quality of life for the children of these provinces? The results of the study indicates a decrease in quality of life indicators in most border provinces, which negatively affects the lives of the children, especially in the fields of education, health, culture and entertainment. In addition, anti-poverty policies in Egypt, particularly child poverty, are ineffective because they not only reach target groups but also reach people who do not deserve them. The poverty rate in the border provinces is also shown from year to year, which thwarts attempts to improve the quality of life of the people of these provinces, especially children. It is also noted that although Egypt's Sustainable Development Strategy 2030 has adopted the concept of sustainable development as a general framework intended to improve the quality of life now and in the future by focusing on the three dimensions: economic, social and environmental, and its explicit recognition in the fifth axis of the social dimension of social justice by providing mechanisms for protection against the risks of life, supporting marginalized segments of society, and protecting the welfare of the most disadvantaged groups, it is not explicitly and directly concerned with how to achieve this in the border provinces in general and the children of these areas in particular in order to improve their quality of life.
