المستخلص: هدف البحث إلى تحديد متطلبات ممارسة الدور الوقائي بمؤسسات مواجهة الازمات والكوارث المحلية وأجريت الدراسة على عينة قوامها (201) من العاملين ببعض المؤسسات المحلية، وكذلك على عدد (15) من الخبراء والمتخصصين بمجال الازمات والكوارث، وبينت نتائج البحث: ان أهم متطلبات البرامج الوقائية: التدريب على نظم الرصد المبكر، وتنوع البرامج الوقائية وتنفيذ برامج للتدريب على التقنيات الحديثة، وأهم المتطلبات الفنية: تنفيذ حملات توعوية لتقليل الضغوط المجتمعية وإقامة ندوات لتنمية القيم المجتمعية ووجود أجهزة اتصال متطورة وتطوير آليات الرصد والإنذار المبكر، وأهم المتطلبات التنسيقية: إقامة شراكة بين المؤسسات المحلية والاتصال المستمر لتحديث المعلومات وتكامل جهود المؤسسات المحلية والأهلية لتوفير الخدمات والمساهمة مع أجهزة الاعلام في توعية الرأي العام بالوقاية من الأزمات، وأن هناك معوقات لممارسة الدور الوقائي خاصة (بالعالمين/المؤسسة/المجتمع)، وهناك مقترحات للتغلب عليها، وتم وضع توصيات لتلبية اهم متطلبات ممارسة الوقائي بالمؤسسات المحلية، واهم مشكلات والهيئات المسئولة عن حلها.

The goal of the research is to determine the requirements of practicing the preventive role of local crisis and disaster institutions and conducted the study on a sample of (201) workers in some local institutions, as well as on a number of (15) experts and specialists in the field of crises and disasters, and the results of the research showed: the most important requirements Preventive programs: training in early monitoring systems, diversity of preventive programs and implementation of training programs on modern technologies, the most important technical requirements: implementation of awareness campaigns to reduce community pressures, seminars to develop community values, the presence of advanced communication devices and the development of monitoring mechanisms And the early warning., the most important coordination requirements: establishing a partnership between local institutions and continuous communication to update information and integrating the efforts of local and private institutions to provide services and contribute with the media in raising public awareness of crisis prevention, and that there are obstacles to the exercise of the preventive role, especially (workers/institution/community), there are proposals to overcome them, and recommendations have been made to meet the most important requirements of the practice of preventive institutions in local institutions, and the most important problems and bodies responsible for solving them.
