المستخلص: تعد البطالة من الظواهر التي وجدت في أغلب المجتمعات الإنسانية في السابق والحاضر، ولا يكاد مجتمع من المجتمعات الإنسانية على مر العصور يخلو من هذه الظاهرة بشكل أو آخر، ومن ثم أتناول في هذه الدراسة ظاهرة البطالة، من حيث بيان مفهومها وأنواعها، وكيفية قياسها والأسباب التي تؤدي إلى حدوثها، ثم بيان أهم الآثار التي تتولد عنها سواء كانت آثار اقتصادية أو اجتماعية، أو غيرها من الآثار الأخرى، والحلول التي أقترحها للخروج من هذه المشكلة، سواء من وجهة نظر الاقتصاد الإسلامي أو الاقتصاد الوضعي. ولعل ما دفعني إلى الكتابة في هذا الموضوع هو أن وجود هذه المشكلة في أي مجتمع يولد من الآثار السيئة ما يهدد الاستقرار السياسي والاقتصادي، ويعوق مسيرة التنمية سواء الاقتصادية أو الاجتماعية في هذه الدول وخاصة الدول النامية، ويعطل جزءاً مهما من عناصر الإنتاج ألا وهو عنصر العمل مما يترتب عليه قلة الإنتاج، وتحاول الدول من خلال سياساتها المختلفة القضاء على هذه المشكلة، أو على الأقل الحد منها والتخفيف من آثارها. ولما كان للمنهج الإسلامي من تفرد في علاج هذه المشكلة، ووضع الحلول التي لم تتوصل إليها الاقتصاديات الوضعية، لذا فقد حاولت في هذا البحث بيان الحلول التي توصل إليها كل نظام من هذه الأنظمة، في محاولة لإلقاء الضوء أمام صانع القرار في اختيار بعض الحلول التي تقضي- أو على الأقل تحد-من هذه الظاهرة ومن الآثار التي تترتب عليها. ثم عرجت إلى أهم أسباب البطالة في مصر، والتي كان لها تأثير قوى على الاقتصاد المصري وغيرها من المجالات الأخرى سواء الاقتصادية أو الاجتماعية أو السياسية أو الأمنية، في محاولة لإيجاد أفضل الحلول لهذه المشكلة، مستهدفاً أن تتبوأ مصر مكانتها الرائدة بين اقتصاديات العالم.

The unemployment is consider one of the phenomena which found in most human societies in present and past and it is consider society from human societies over the ages free of this phenomenon in one way or another ,And then I address in this study unemployment phenomenon in terms of explaining its concept ,types, how to measure them and the reason which lead to happen then appear the most important effects that result from it whether it is economic effects or social or other effects and solutions which recommend it to out of this problem both from the point of view of the Islamic economy or positional economics. Perhaps what motivated me to write on this topic is the existence of this problem in any society is born of bad effects what threatens political and economic stability and impedes the process of development whether economic or social in this countries and especially developing countries and it disrupts an important part of elements of production which it is elements of work which results in less production ,And countries are trying through their different policy to elimination of this problem or at least reduce them and mitigate their effects. And since the Islamic approach was unique in treating this problem and put solutions which positions economics did not reach them so, I have tried in this research. To show the solution which reached to them each of these system in an attempt to shed light on the decision maker in choosing some solutions which eliminate or at last limit this phenomenon and effect which result because it. Then to the most unemployment reasons in Egypt and which had a strong influence on Egyptian economy and other fields whether economic, social, political, or security, in trying to find the best solutions to this problem targeting Egypt to occupy its leading position among the world economies?
