|a تمثل الحوكمة أحد أهم متطلبات تحقيق التنمية في جمع المجتمعات وخاصة الدول النامية التي أصبحت بحاجة ماسة لإحداث إصلاحات عديدة في بنيتها الاقتصادية والاجتماعية، وتعد الجزائر إحدى هذه الدول التي تهدف من خلال إدارتها المحلية إلى ترقية نوعية الخدمات العمومية في شتى المجالات من خلال القضاء على الممارسات البيروقراطية، وتعزيز الشفافية لكن تحقيق ذلك قد يصطدم بالعديد من المشاكل التي تواجه تلك الإدارات في أداء وظائفها، مما يتطلب ضرورة البحث عن بعض الحلول لمعالجتها ولعل أحسن تلك الحلول نجاعة ترشيد الحكم داخل تلك الإدارات المحلية.

|b Governance one of the main requirements represent the achievement of development in all communities, especially developing countries, which has become an urgent need to make numerous reforms in the economic and social structure, and Algeria is one of these countries, which aims through local management to upgrade the quality of public services in various fields through the elimination of bureaucratic practices and enhance transparency but to do soma collide with many of the problems faced by those departments in the performance of its functions, which requires the need to search for some of the solutions to address them and perhaps the best of the efficacy of those solutions rationalize governance within those local administrations.
