اهتمت هذه الدراسة بتسليط الضوء على استراتيجية دولة الكويت في التعامل مع أزمة وباء كورونا منذ بدء الإعلان عن الإصابات الأولى أواخر شهر فبراير 2020 حتى أواخر شهر يوليو 2020. الأثر الذي دعا السلطات المعنية لاتخاذ تدابير عاجلة للمواجهة والتصدي لانتشار الوباء وذلك من خلال تصميم وتنفيذ استراتيجية متكاملة للتعامل مع هذه الأزمة الطارئة، بدأ بتشكيل فريق لإدارة الأزمة بقيادة مجلس الوزراء الكويتي، وانبثق عنه مجموعة من الفرق الأصغر وخلايا إدارة الأزمة تابعة للوزارات والجهات الحكومية ومؤسسات القطاع الخاص ومؤسسات المجتمع المدني. هدفت الدراسة الحالية إلى الكشف عن أبعاد هذه الاستراتيجية وذلك من خلال رصد وتحليل وتقييم أدائها العام على مجمل قطاعات حيوية بالدولة كالصحية، والاقتصادية، والاجتماعية، وغيرها، وذلك من خلال اتباع منهجية علمية محددة تقابل هذا النمط من الدراسات وهو منهج التقارير السردية، والذي يركز على التحديد الدقيق لموضوع البحث وأهدافه وبلورة أبعاده المختلفة، من خلال جمع المعلومات المتاحة وتقييمها وتنظيمها، ثم صياغتها في صورة تقرير متماسك يتضمن عرضا تحليليا وصفيا يقابل أهداف الدراسة ويعكس استنتاجات تقييمية واضحة. وقد خلصت الدراسة إلى عدد من النتائج الهامة إذ مكنت استراتيجية إدارة الأزمة التي اتبعتها الدولة من السيطرة على انتشار الوباء وتخفيض منحنى الإصابات ويعكس ذلك بعدين هما النجاح في تطبيق الاستراتيجية وجودتها وقدرتها والآخر قوة ومتانة البناء المؤسسي للدولة. كما كشفت الدراسة عن حزمة الإجراءات المقترحة التي اتخذتها الدولة للتعاطي مع الأزمة لعدد من القطاعات الحيوية. وعلى الرغم من جهود الدولة وواقعية استراتيجية الكويت في التعامل مع الأزمة، فإنه من الصعب القول: إنه تم الانتهاء منها. فما زال الخطر يدهم المجتمع الكويتي، مما استلزم الاستعداد الدائم وشحذ الجهود لأخطاره المستقبلية على صحة أفراد المجتمع ومؤسساته.
The study focuses on the strategy of the State of Kuwait in dealing with the pandemic of covid 19 virus since the first case infection has been announced in the late February 2020 till end of July 2020 (six months period). During that time, the state of Kuwait took many actions to fight the pandemic to stop the spread of the virus, and flatting the curve of the cases. This will be through design and implement an integrated strategy to deal with this emergency crisis. From the first day, Kuwait formulated and established a team for crisis management headed by the Kuwaiti Council of Ministers and there were many teams to fight the virus in public ministries, government agencies, private sector, and nonprofit organizations in Kuwait. The main objective of the study was to investigate the strategy of fighting covid 19 dimensions through analyses and evaluate the general performance of the strategy in health, economic, social, and other impacted sectors in Kuwait in that period. The methodology used in the study was descriptive and comparative which focuses on the situation after covid 19 (the impact analysis of the virus on different sectors). It will be through collecting available data about the issue, evaluating and organizing them then formulating on a coherent report include description about the objectives, and reflecting clear assessment findings. The study came up with many findings: The strategy of COVID19 in Kuwait was successful to great extent it enabled the country to stop the spread of the virus and reduce the infections curve, which to some extent reflects the quality and efficiency of the public sector agencies which participated in fighting the pandemic. The study found some proposed actions that the state took to deal with the crisis for some vital sectors. In spite of the state efforts and the reality of Kuwait strategy in dealing with the crisis, it is hard to say that it has completed. The danger is still inside the Kuwaiti society which needs continual readiness and make efforts to face its future danger for community health and its institutions.
