المستخلص: يسلط هذا البحث الضوء على خطوة من خطوات البحث العلمي والمتمثلة في صياغة المشكلة البحثية ويسعى إلى بيان مواطن الخلل فيها وكيفية علاجها. فكما هو معلوم فإن المهتمين بمجال البحث العلمي ومناهجه بنوعيه الكيفي والكمي أفردوا مساحات هامة لمناقشة وبحث خطواته، بدأ من اختيار مشكلة البحث وانتهاء بكتابة التقرير النهائي. وحددوا للعديد منها شروطا وضوابط وتعليمات وقياسات سهلت على الباحثين اتخاذ القرارات المناسبة عند دراسة مشكلاتهم البحثية. ومع ذلك ما زالت هناك بعض الخطوات بحاجة إلى مزيد من البحث والتقصي والمناقشة، وقضايا ومسائل جزئية بالمنهجية تنتظر تسليط الضوء عليها. وتأتي خطوة صياغة مشكلة البحث من بين خطوات البحث العلمي التي لم تلق الاهتمام الكافي وتركت بدون تحديد ضوابط أو معايير تحكمها، وبقيت خاضعة لاجتهاد الباحثين ونصائح المشرفين؛ الأمر الذي ترتب عنه تباين واختلاف في عرض صيغ المشكلات البحثية، بين صياغة جادة مقنعة لما يدور في ذهن الباحثين من أفكار حول المشكلة البحثية التي اختاروا دراستها، وأخرى مخلة غير مقنعة ينتابها القصور. لتجاوز هذه المشكلة وسد الفجوة فيها، قدم البحث الحالي مقترحا إرشاديا- نموذج- لكيفية تحسين جودة صياغة مشكلة البحث، تضمن خمس خطوات يتدرج فيها الباحث من العام إلى الخاص. مدعما بعدد من النصائح الإرشادية، بالإضافة إلى تطبيقه على عينة من مشكلات بحثية مصاغة لدراسات منجزة.

This research deals with the formulation of the research problem as one of the steps of the scientific research where its seeks to clarify its defects and how to fix it. As it is known that those interested in the field of scientific research and its methods of both qualitative and quantitative have devoted important areas to discuss its steps, starting from choosing the research problem and ending with writing the final report. For many of the research steps, they defined conditions, controls, instructions and measurements that made it easier for researchers to make appropriate decisions when studying their research problems. However, there are still steps and some partial issues in many of them that have not been addressed. The step of formulating the research problem comes from among those steps that did not receive sufficient attention, and no controls or criteria were established to govern them and remained subject to the efforts of researchers and the advice of supervisors. This resulted in a discrepancy in the presentation of the formulas of the research problems between the serious and convincing formulation of what is going on in the minds of researchers of ideas about the research problem that they chose to study and other unconvincing and shortcomings. In order to overcome this problem and fill the gap in it, the current research presented to researchers, especially those recently interested in graduate studies, a guiding proposal (Model) for how to improve the quality of the formulation of the research problem. This guiding proposal (Model) included five steps in which the researcher graduated from the general to the specific, supported by a number of indicative advice, with application on a sample of research problems that formulated in some achieved studies.
