|a يمارس الإنسان نشاطاته الحياتية في الجغرافية البيئية لمدينته، مما يتطلب توفير الخدمات الملبية لحاجاته فيها، وهو ما يرتد لصالح رفاهية المواطنين وشعورهم بالرضا والارتياح. ويزداد هذا الأمر أهمية في المدن التي تكون محل نشاط سياحي، لأن تحسين الواقع الخدمي فيها يخلق مناخا استثماريا جاذبا، يؤمن للدولة ولسكان المدينة مداخيل مالية ومعنوية كبيرة. وستتعاظم ضرورة وأهمية النهوض والتطوير بالخدمات في المدن متى ما كان الطلب على هذه الخدمة غير مرن، باعتبارها حاجة لا غنا عنها، وتأتي المقابر في هذا المقام. وأمام هكذا خدمة ملحة وضرورية ومشتعلة الطلب لا يكون الإهمال وعدم التخطيط والتطوير والاستثمار مقبولا أبدا، لما ينتج ذلك من إحباط لجل العراقيين ومشاعر سلبية، فضلا عن المصاعب والمتاعب عند ارتياد المقابر واستهلاك خدمتها، بالإضافة إلى الخسارة في سمعة العراق وسياحته وفوائد مالية ضخمة من المنتظر حصولها من تسهيل وتنظيم دفن الأجانب الراغبين فيها. لذا بات من الضروري الاهتمام بالمقابر بالعموم، ومقبرة (وادي السلام) في النجف الأشرف بالخصوص، كمرافق حيوية وخدمية عامة تهم سكان البلد، من خلال تطويرها وتنظيم الدفن فيها وأجلاء وجهها كموقع ديني وسياحي واقتصادي واجتماعي مهم، وإتباعها لمؤسسة حكومية مختصرة نقترحها لتتولى شأنها.

In the face of such an urgent and necessary and burning service demand, negligence, lack of planning, development and investment are never acceptable, because this results in frustration for most Iraqis and negative feelings, as well as difficulties and troubles when visiting cemeteries and consuming their service, in addition to the loss of Iraq's reputation, tourism and benefits. Huge funds are expected to be obtained from facilitating and organizing the burial of foreigners wishing to do so. Therefore, it became necessary to take care of the cemeteries in general, and the Cemetery of Wadi al-Salam in Najaf in particular, as vital facilities and public services of interest to the people of the country, through the development and organization of burial in it and the evacuation of its face as an important religious, tourist, economic and social site, and follow it to a competent government institution we propose to take over That's her son.
