المستخلص: ينطلق هذا البحث من محور ضمانات حماية الهوية الثقافية والخصوصية المجتمعية، والتحديات والإشكاليات والآفاق التي يطرحها هذا الواقع النوعي في كافة المجالات الرئيسية لحياة أبناء لغة الضاد، وذلك في ظل العولمة والثورة الهائلة في مجالي الاتصالات والمواصلات وتحول العالم إلى قرية صغيرة تتفاعل تكاملا وتناقضا سلما وحربا، في مختلف القضايا التي تواجهها البشرية، ومن المستحيل علينا سبر أغوار الهوية الجديدة وتداعياتها بعيدا عن التفاعلات الحيوية مع القضايا العربية في ظل الأوضاع الدولية الراهنة.
ومن هنا صارت التحديات تفرض نفسها على مجتمعنا، وأصبحت تتطلب بلورة رؤية خاصة نستطيع من خلالها الحفاظ على هويتنا الثقافية، وفي الوقت نفسه الانفتاح على العالم للإفادة من نتائج المعرفة بجميع أشكالها دون أن نفقد شيئا من هويتنا. وتظهر أهمية الموضوع في أن تمسك الفرد بحريته المنضبطة لا يعني الانغلاق على الذات، بل هو وسيلة للانفتاح وشرط أساسي للتعرف على ثقافته، وبالتالي أصبحت تعاليم الدين الإسلامي السمح وتعلم اللغة شرطين لتعزيز الهوية الثقافية والحفاظ عليها، إذ إن الهوية الثقافية والحضارية لأمة من الأمم، هي القدر الثابت والجوهري والمشترك من السمات والقسمات العامة، التي تميز حضارة هذه الأمة عن غيرها من الحضارات، وهو ما سعى البحث لتبيانه.
وقد استنتجنا بأن الحرية المنضبطة قرينة الإبداع والخلق، ولعل مؤشر قمع الحرية داخل المجتمع يكون سببا واضحا في تكييف الإبداع بكل مجالاته سواء قبل ممارسته أم بعدها مباشرة، بمعنى أن المبدع عندما يعرف بحكم خبرته ومعرفته وتجربته الخاصة أن إبداعه وعمله سوف يلاقيان منعا ما أو موقفا معاديا، فإنه يمارس على نفسه نوعا من الرقابة الذاتية، ويمنع نفسه من ممارسة حريته الكاملة في إبداع يتأثر بمؤشر القمع والمنع، فيخرج ناقصا وضعيف البنية. ولذلك فإننا نجد في بعض المجتمعات انتشار مؤشرات القمع والمنع والحظر والمصادرة في التعاطي مع الإبداع بكل تجلياته،. فكان لابد من توجيه أنظار المعنيين بالأمر لأهمية دور الحرية الثقافية في تنمية الهوية الثقافية وتعميق الانتماء، وتحديد المهام والإجراءات المنوطة بالمجتمع في تعزيز الحرية الثقافية المنضبطة.


This research stems from the axis of guarantees for the protection of cultural identity and societal privacy, and the challenges, problems, and prospects posed by this qualitative reality in all the main areas of life for the people of the Dhaad language, in light of globalization and the tremendous revolution in the fields of communications and transportation, and the transformation of the world into a small village interacting integratively and in contradiction, in peace and war. In the various issues facing humanity, it is impossible for us to probe the depths of the new identity and its repercussions away from the vital interactions with Arab issues in light of the current international conditions.
Hence, challenges have imposed themselves on our society, and they require crystallizing a unique vision through which we can preserve our cultural identity, and at the same time, open up to the world to benefit from the results of knowledge in all its forms without losing anything of our identity. The importance of the topic appears in that the individual’s adherence to his disciplined freedom does not mean being closed to oneself, but rather it is a means of openness and a prerequisite for getting to know his culture. Consequently, the tolerant Islamic teachings and language learning have become conditions for the promotion and preservation of cultural identity, as the cultural and civilizational identity of a nation is constant, essential and common destiny of the general features and characteristics that distinguish the civilization of this nation from other civilizations, which is what the research sought to clarify.
We have concluded that disciplined freedom is the presumption of creativity and creation, and that the indicator of the suppression of freedom within society may be a clear reason for adapting creativity in all its areas, both before and immediately after its exercise, in the sense that when the creator knows by virtue of his own experience, knowledge and experience that his creativity and work will be prevented or hostile, he exercises himself a kind of self-censorship, and prevents himself from exercising his full freedom in creativity influenced by the indicator of repression and prevention, and emerges incompletely and weakly structured. Therefore, in some societies, there are widespread indicators of repression, prevention, prohibition and confiscation in dealing with creativity in all its manifestations. It was necessary to draw the attention of those concerned to the importance of the role of cultural freedom in developing cultural identity and deepening belonging and defining the tasks and procedures entrusted to society in promoting disciplined cultural freedom.
