ظهرت بعض الممارسات الحديثة التي أثرت في البنية الحضرية للمدينة وتكوينها والتي أدت إلى بعض التجاوزات والتغيرات في استعمالات الأرض إذ أن سياسة التنمية الموجهة للنقل العام هي إحدى أساليب التخطيط الحضري الحديث التي انبثقت لتعزيز النسيج الحضري للمدن وحل مشكلات التنمية التقليدية نتيجة الممارسات الحديثة فضلا عن زيادة نموها وتطورهـا حيث تم انتهاج هذه السياسة كإحدى سياسات التنمية المستدامة، إذا يرتكز مفهوم التنمية الموجهة للنقل العام على تكامل استعمالات الأرض مع النقل العام لتحقيق سهولة الوصول وتوفير الخدمات وخلق الإحساس بالمكان والمجتمع وخلق بيئة للمشاة عالية الجودة والحد من استعمال السيارات الخاصة من ضمن منطقة واحدة، لذلك يركز البحث على المشكلة: التي مفادها عدم وجود تصور واضح عن التوجهات الفكرية المعاصرة التي توضح التكامل بين سياسة التنمية الموجهة للنقل وتأثيرها في تحقيق بنية حضرية مستدامة. ويهدف البحث: إلى استخراج أنموذج عام بموجب المؤشرات التي خرج بها البحث والتي من شأنها أن تحقق بنية حضرية مستدامة. ويفترض البحث: إن الخصائص المرتبطة بسياسة التنمية الموجهة للنقل العام تؤثر في البنية الحضرية وتحدث تغيرات في العلاقات الوظيفية في المدينة. فتم الخروج بمؤشرات تمثل علاقة التأثير المتبادل بين التنمية الموجهة للنقل العام والبنية الحضرية واختبار المؤشرات المنتخبة لمعرفة إمكانية تطبيق التنمية الموجهة للنقل العام. التي تتميز بأنها جذابة لعدد الرحلات من قبل عدد كبير من الزوار والوافدين وذات حيوية ونشاط للتنوع الكبير في استعمالاتها وخاصه الدينية والتجارية والإدارية. وأخيرا نجحنا بمجموعة سمات للتنمية الموجهة للنقل العام مع العمل على توفير اعتبارات تخطيطية وتصميمة بغية تحقيق بنية حضرية مستدامة لتعمل بصورة متكاملة ومتوازنة على مقياس المدينة وبما يتناغم مع توزيع استعمالات الأرض، وتنفيذ الطرق الرئيسة التي تستعمل بوصفها مسالك للنقل العام لأنشاء مناطق جديدة، لتكون حافز للتنمية الحضرية لتلك المناطق. ومن أهم الاستنتاجات التي توصلنا إليها بأن التنمية الموجهة للنقل العام لها دور في تشكيل البنية الحضرية للحد من مشاكل التوسع والنمو الحضري إذا تم العمل عليه كمخطط شامل ومتكامل للمدن.

And the research aims to Building a public transportation model for the city, according to the indicators that emerged from the research, which would solve the city's problems The research assumes that The characteristics associated with the transportation oriented development policy affect the urban structure of AL- Najaf city and changes in the Functional relationships. The research dealt with a detailed study of urban structure and the transportation oriented development The research came in two aspects, the theoretical framework and the practical framework The theoretical framework included two chapters The first chapter examines the concept of urban structure and its components, The views of theorists and researchers, An elected set of studies for urban structure The second chapter examines the concept of transportation oriented development, its importance, goals and most important characteristics Through the theoretical framework, indicators were produced that represented the relationship of mutual influence between transportation oriented development and urban structure and Test the indicators in the study area to see the possibility of applying transportation oriented development method. Which is characterized by being attractive to the number of trips by a large number of visitors and expatriates and is vital and active for the great diversity in its uses, especially religious, commercial and administrative. Finally, we came up with a proposal for a transport-oriented development network with work to provide planning and design considerations in order to achieve this network to work in an integrated and balanced way on the city scale and in harmony with the distribution of land uses and Implementation the main methods that are used as public transportation routes to establish new areas to be Incentive for urban development of these areas. One of the most important conclusions reached is that transport-oriented development has a role in shaping the urban structure to reduce problems of urbanization and growth As what has been worked on is a comprehensive and integrated plan for cities.
