|b Since at least the late 1970s, the environment of the Arab League has been exposed to the inclusion in the American reconciliation project, outbreak of divisions, conflicts and civil wars; such as waging war on Iraq in the early of 1990s and the Arab popular uprisings, as well as accelerating the normalization relations of many Arab political systems with Israel, in addition to the international and regional challenges that led the Arab League and its countries to tension, power, conflict, domination and annexation. All these events have cumulatively and quantitatively impacted the political system of the Arab League, and identified its priorities and main political trends towards the Palestinian cause and its future, which based on the Israeli-American vision, that moved from the reconciliation phase to the liquidation phase according to the “American political Plan” that is called the deal of the century.

|a البيئة التي عملت وسطها جامعة الدول العربية منذ أواخر سبعينيات القرن المنصرم على الأقل؛ من خلال الاندراج في مشروع التسوية الأمريكي، مرورا بتأجج الانقسامات والصراعات والحروب الأهلية والبينية، من شن الحرب على العراق أوائل تسعينيات القرن المنصرم وصولا إلى الانتفاضات الشعبية العربية، وتسارع خطوات تطبيع العديد من النظم السياسية العربية لعلاقاتها مع إسرائيل، مضافا لذلك التحديات الدولية والإقليمية التي أخضعت الجامعة ودولها للتجاذب والاستقواء والصراع والهيمنة والإلحاق؛ أثرت بمجملها تراكميا وكيفيا على بنية النظام السياسي للجامعة العربية، وحددت أولوياتها واتجاهاتها السياسية الرئيسية تجاه القضية الفلسطينية ومستقبلها الذي بات رهن الرؤية الأمريكية – الإسرائيلية التي انتقلت من مرحلة التسوية إلى مرحلة التصفية، بحسب "خطة السلام الأمريكية" المسماة صفقة القرن.
