المستخلص: إن تهيئة الإقليم وتحسين الإطار المبني في المدن والأرياف، والتحكم في نمو المجتمعات السكنية، وترقية المحيط العمراني، وقيام بنية حضرية متوازنة وحماية التراث الثقافي والتاريخي، والحفاظ على الطبيعة، أصبح ضمن منظور التنمية المستدامة. وقد اهتمت الجزائر منذ الاستقلال، بهذه المسألة وعملت على تحسين البناء والتعمير، وضمان الانسجام العمراني بإصدار تشريعات للتحكم في قواعد البناء والتوسع العمراني، ومنها على وجه الخصوص المرسوم رقم 85/ 212 المتعلق بتسوية البنايات الفوضوية، والقانون رقم 90-29 المتعلق بالتهيئة والتعمير، الهادف إلى ضبط قواعد التهيئة والتعمير وتكريس آليات رقابة لاحترام هذه القواعد.

Since independence, Algeria has dealt with this issue and has worked to improve construction and construction, and to ensure urban harmony by enacting legislation to control the rules of construction and urban expansion, in particular decree n° 85/212 relating to the regulation of illegal constructions, and law n ° 90- 29 relating to town and country planning, which aims to adjust the rules of spatial and urban planning and devote mechanisms of control to respect these rules.

L'aménagement du territoire et l'amélioration du cadre bâti dans les villes et les zones rurales, et contrôler la croissance des communautés résidentielles, moderniser l'environnement urbain, et améliorer l'environnement urbain, protéger le patrimoine culturel et historique et préserver la nature, sont devenus la perspective du développement durable. Depuis l'indépendance, l'Algérie a traité cette question et a œuvré à l'amélioration de la construction et de la construction, et à assurer l'harmonie urbaine en promulguant une législation de contrôle des règles de construction et d'expansion urbaine, notamment le décret n ° 85/212 relatif à la réglementation des constructions, et la loi n ° 90-29 relative à l'urbanisme et à l'aménagement du territoire, qui vise à adapter les règles d'aménagement du territoire et d'urbanisme et à consacrer des mécanismes de contrôle pour respecter ces règles.
