المستخلص: تعد ظاهرة الإرهاب الدولي من الظواهر التي أصبحت موضوعا رئيسيا من مواضيع القانون الدولي، وتحديا حقيقيا لإرادة المجتمع الدولي، ورهانا لمستقبل العلاقات الدولية، حيث تزايد الاهتمام الدولي بأسباب هذه الظاهرة، وأثارها، وأساليب الوقاية منها، وآليات مكافحتها، من خلال وضع استراتيجية لتحالف عالمي لمواجهة هذه الظاهرة التي باتت أكثر من أي وقت مضي تهدد السلم والأمن الدولي. إن دور الولايات المتحدة الأمريكية في قيادة النظام العالمي لمواجهة الأعمال الإرهابية مرتبط بالنظرة الأمريكية للإرهاب، وبالخصوص بعد هجمات 11 سبتمبر 2001 حين أعلن الرئيس الأمريكي جورج دبليو بوش حالة الطوارئ العالمية وأعتبر العمل الإرهابي مساس بحقوق المواطنين الأمريكيين داخل وخارج الولايات المتحدة الأمريكية، وتهديد خطير للأمن القومي الأمريكي، ولمصالح حلفائها.

The international terrorism has become a major concern of international law. It is a real challenge for the international community as it affects the future of international relations. This situation increased international attention over the causes of this phenomenon, its effects, methods of prevention and mechanisms to fight it through a global coalition in order to deal with the terrorism that threatens, more than ever, the international peace and security. The role of the United States of America, as a key figure of the international community in leading the global system to combat terrorist acts, is linked to the American view of terrorism. Especially after the attacks of 11 September 2001, when President George W. Bush declared the state of global emergency and considered the act of terrorism as a violation of the rights of Americans citizens inside and outside states.

Le terrorisme international est devenu une préoccupation majeure du droit international. C'est un véritable défi pour la communauté international car il affecte l'avenir des relations internationales. Cette situation a accru l'attention internationale sur les causes de ce phénomène - ses effets – les méthodes de prévention et les mécanismes pour le combattre par le biais d'une coalition mondiale afin de lutter contre le terrorisme qui menace - plus que jamais - la paix et la sécurité internationales. Le rôle des États Unis d'Amérique, en tant que figure clé de la communauté internationale dans la direction du système mondial de lutte contre les actes terroristes ،est lié à la vision américaine du terrorisme. Surtout après les attentats du 11 septembre 2001, lorsque le président George W. Bush a déclaré l'état d'urgence mondial et a considéré l'acte de terrorisme comme une violation des droits des citoyens américains à l'intérieur et à l'extérieur des États.
