المستخلص: تهدف هذه الدراسة إلى إبراز دور وأهمية القطاع الفلاحي ضمن القطاعات الاستراتيجية في تنمية الاقتصاد الجزائري، لما يتوفر عليه من مقومات طبيعية وبشرية تؤهله لدفع الوتيرة التنموية، وتوفير المنتجات الغذائية وزيادة الناتج المحلي الخام، وتحسين مستوى المعيشة لنسبة كبيرة من السكان. حيث تم التطرق إلى ماهية التنمية الفلاحية المستدامة، ثم التطرق إلى إمكانيات القطاع الفلاحي في الجزائر ودراسة مكانة هذا القطاع ضمن المخططات التنموية وإبراز مساهمته في تكوين الناتج المحلي الخام. وفي الأخير تم القيام بدراسة تحليلية لتطور القطاع الفلاحي بولاية الوادي خلال الفترة (2000 -2019)، وكذا مساهمته في الإنتاج الفلاحي الوطني باستخدام الإحصائيات المختلفة الصادرة من المصالح الرسمية للولاية، وتحديد أهم المعوقات التي يواجهها ومحاولة تحديد متطلبات تحقيق الاستدامة للقطاع الفلاحي بالولاية، حيث تعتبر هذه الأخيرة من بين مناطق الوطن التي تمتلك مؤهلات فلاحية كافية لأن تجعل منها قطبا فلاحيا بامتياز، فهي تتمتع بأهمية استراتيجية في هذا المجال، وقد توصلت الدراسة إلى أنه بالرغم من وجود عدة معوقات لتطوير القطاع الفلاحي إلا أن ولاية الوادي تعتبر منطقة فلاحيه بامتياز، إذ يظهر الدور البارز للقطاع الفلاحي في الولاية بمساهمته بنسبة معتبرة في الإنتاج المحلي والوطني، مما جعل الولاية تحتل المراتب المتقدمة في الكثير من المنتوجات الفلاحية وطنيا. وهذا ما يساهم في تنشيط الاقتصاد المحلي وتحقيق أهداف التنمية المستدامة.

This study aims to highlight the role and importance of the agricultural sector within the strategic sectors in the development of the Algerian economy, because it has the natural and human resources that qualifying it for the development, providing food products, increasing raw domestic products, and improving the standard of living for a large proportion. It deals with the importance of sustainable agricultural development, then the potential of the agricultural sector in Algeria. It examines the position of this sector in the development plans and highlighting its contribution to the formation of the gross domestic product. Finally, an analytical study was carried out on the development of the agricultural sector in the state of the Eloued during the period (2000 - 2019), as well as its contribution to the national agricultural production using the various statistics issued by the official departments of the state. It identifies the most important obstacles facing it and tries to determine the requirements for achieving sustainability of the agricultural sector in the state. Where it is considered this is among the regions of the country that possess sufficient agricultural qualifications to make it a peasant farm with distinction. It has a strategic importance in this field. The study concluded that although there are several obstacles to the development of the agricultural sector, the state of Eloued is considered an excellent agricultural area. This shows the prominent role of the agricultural sector in the state, which has a significant contribution to local and national production. This made the state to be in the first ranks in many agricultural products nationally. This contributes to revitalizing the local economy and achieves the sustainable development goals.
