|b War is a phenomenon that has necessitated the existence of human beings since ancient times and expresses an armed conflict between our two or more states or within the territory of one country. The term also refers to the state of combat, the use of armed force and all forms of excessive violence with the aim of achieving strategic interests and weakening the enemy’s military capabilities. With the development of methods of fighting , a new approach emerged based on the privatizations, of war as a new security strategy, as wars are increasingly being conducted by private military and security companies that perform clint functions as a monopoly on the regular armed forces, And it has legal implications that reflect the leval of way stereotypical change that it has reached. This has a direct impact on international relations. These companies have been used as new tools in international relations.

|a الحرب ظاهرة لازمت وجود البشر منذ القدم، وتعبر عن نزاع مسلح يدور بين دولتين أو أكثر، داخل إقليم الدولة الواحدة، كما يشير المصطلح إلى حالة القتال واستخدام القوة المسلحة وكافة أشكال العنف المفرط بهدف تحقيق مصالح استراتيجية وإضعاف القدرات العسكرية للعدوان ومع تطور أساليب القتال ظهر نهج جديد يقوم على خصخصة الحرب كاستراتيجية أمنية جديدة إذ تجري الحروب على نحو متزايد عن طريق شركات عسكرية وأمنية خاصة تؤدي وظائف كانت في السابق حكرا على القوات المسلحة النظامية، فأصبحت الحروب تدور بطريقة مختلفة، وتترتب عنها اثأر قانونية تعكس مستوى التغيير النمطي الذي بلغه. الأمر الذي أثر بشكل مباشر على مستوى العلاقات الدولية، إذ استخدمت هذه الشركات كأداة جديدة في العلاقات الدولية.
